Alexey Lapushkin: "If the Ministry of Finance does not give the governor of money, jump or do not jump - no reason"

The Secretary of the Federal Council of the Party of Case, Alexei Lapushkin, told how the growth of agricultural engineering in Russia reached "the pace of Stalin's five -year -olds", whether patriotism is obscurantist, whether the party is going to seriously fight for power and "who has a wider harness."

Taiga.info: In 2014, the party of the case put forward a member of the Federal Council, a futurologist Maxim Kalashnikov to the post of mayor of Novosibirsk. What changes have you happened since then?

-Our leader is Konstantin Babkin (President of the Association of Manufacturers of Agricultural Engineering, Rosspetsmash, construction and road engineering and food engineering). Over the years, the party was joined by the Chairman of the Supervisory Board of the Institute of Demography, Migration and Regional Development Yuri Krupnov, general director of Ralf Ringer Andrei Berezhnoy, Colonel General, President of the Academy of Geopolitical Problems Leonid Ivashov, director of the St. Petersburg Tractor Plant Sergey Serebryakov, head of the Institute of Dynamic Conservatism Andrei Kobyakov.

So yes, new people come to the party. The approximate portrait of the party party is as follows: 40-50 years old, a large father (we have on average from the members of the Federal Council from three to five children), an entrepreneur. A person who earns himself does not depend on anyone and does not ask for anyone. The regional branches have been updated - many people came known and respected in their region. Mostly heads of production and agricultural enterprises, civilian activists. Last literally six months, party construction work has gone much more vigorously. I think now, taking into account the meetings and set tasks, it will be even more fun.

Taiga.info: If we talk about regional expansion, in the Siberian Federal District, where are the departments still open?

- My trip to the regions is primarily connected with preparations for the IV All -Russian Congress of the Party of Case, which will be held on November 28. The regional branches, as I have already said, attract more and more new people, intensify, strengthen. We have famous public figures. In Novosibirsk, for example, Oleg Viktorovich, one of the organizers of protests against the garbage concession. And now my visit is connected precisely with communication with new representatives of the assets of regional departments and discussing plans for the next electoral cycle. We go from east to west. Siberia is the favorite territory of the party of business, which is understandable - here are independent, educated people, it’s easier to work with them.

Taiga.info: Protest electorate?

- No, not protest. We never go in the jurisdiction of election campaigns in protest. And, perhaps, in some ways we lose from a tactical point of view: after all, in the country, politics is perceived as a face. There are two camps. One shouts: “The servants of the State Department!”, The other: “Crooks and thieves!”. And both carry some Shiza about NATO machine guns, Ukraine, Syria, Trump, USA, Europe. I do not turn on the TV, because I don’t understand where we live according to him. Probably, if I lived in Ukraine, I would be interested. I am very good about the fraternal Ukrainian people, but they have their own country, we have their own. Let them deal with our problems, we are with our own. I am generally silent about the rest. It is necessary to discuss specific things: percentage here, the program there. Then the policy will be perceived seriously, and not as some kind of bad show.

Siberia and the Far East for us as a whole priority regions. We have very strong regional branches in the Trans -Baikal and Primorsky Territories, the Sakhalin Region. Now we are preparing for regional elections, we are doing a lot of work - in particular, in Transbaikalia there is a program for supporting agricultural producers, developed by a team under the leadership of our leader Konstantin Babkin.

You sat on the same K-700, turned the ignition key, and profitability flew into the exhaust pipe

This is one of our achievements - the Decree of the Government No. 1432. Its essence is as follows: any Russian peasant can acquire Russian agricultural machinery at a 15% discount for all regions, and a peasant in Siberia and in the Far East with a 20% discount. She gave very serious positive results. Even the president in his message designated them - the growth rate of agricultural construction for the second year is 25-30%. That is, the machine -building industry is actually growing by the pace of Stalin's five -year -olds. And we must understand that this is not only Rostselmash. This is 74 enterprises in the 31st region. 74! And a year ago, I dived with Siluanov in the State Duma - then we with great difficulty repelled this program from our government.

What is a program for 10 billion rubles for manufacturers? I am sure that at least half of the villagers of the Novosibirsk region (not the most, by the way, poor in our country), the technique of "the times of Ochakovsky and the submissions of Crimea." In Transbaikalia, the K-700 tractors work. “K-700”-I was older, they began to produce it back in 1962. That I Siluanov said: "Understand, people work on scrap metal!" And today Siluanov is forced to admit that our program has high budgetary efficiency. Let me explain - in 2016, the state allocated 10 billion rubles to it. I emphasize - throughout the country. Machine -building enterprises, based on its results, paid 17 billion additional taxes, that is, state revenue amounted to 70% per annum.

Taiga.info: If we are talking about supporting entrepreneurship and the development of industrial potential, is it possible to distinguish problems specific to the regions: Siberia, the Far East, Transbaikalia?

- What is in Novosibirsk, that in the Trans -Baikal Territory, that in the Altai Republic, that in the Altai Territory, in Primorye, in Sakhalin, that in the Kostroma region there is absolutely the same problem: barbaric economic policy.

Example: “Rosselkhozbank” two years ago raised loans to 28%. And there was a gorgeous letter, in my opinion, the general director of the Russian milk holding, the Governor of the Moscow Region Alexei Vorobyov: “Rosselkhozbank offers us at the existing loan agreement of 28% of the per annum. I suppose that at such a rate it is necessary to move from the cultivation of potatoes and grain to grow hemp. What do you advise? " And indeed - under the loans of the state “Rosselkhozbank”, no agricultural culture is grown under 28%. In addition, probably, those that fall into the field of view of drug control.

Or let's like that - do you personally need the World Cup? You get up in the morning with the thought: "I want the World Cup in Russia!" Are you getting up? I am not. And to our budget it will cost 660 billion rubles - this is 66 years of support for agricultural construction and farmers in the country.

Taiga.info: Now one of the problems in the Novosibirsk region is concession agreements concluded in the framework of public-private partnerships. How do you feel about this form of business and power interaction?

-This is a normal practice, but I do not see the point of highlighting this in some separate legal field. After all, you still have a question about the newly appointed governor - probably these concession agreements have become one of the reasons for its change. So - you can put any in this position, and it does not matter whether he knows how to jump from a seven -meter height into the water or not. Its effectiveness is determined not by its ability to jump, run or super -government skills, but a system of inter -budget relations between the federal center and regions. He can be a wonderful manager and a magnificent jump, but if the Ministry of Finance does not give him money (and let's take into account that there are only 14 regions left, and the Novosibirsk region is not one of them), then jump, do not jump.

There is no need to talk about municipalities at all - they are even more dependent on the regional budget. If you change the system of inter-budget relations in such a way that the municipality is beneficial to create jobs, then there will be no issue on a public-private partnership. Because each mayor, the head of the district, sat down, would understand that if he opened, for example, a pimokata workshop with three additional workplaces, then an additional 20 thousand rubles a year will enter his budget. And now the situation is that he has this workshop on the territory, that it’s not worth it, that the Lord sticks out, the Gazprom Tower is forgiven, which does not stick out - for the municipality it does not matter. This is first.

And secondly, we have perverted the very concept of relations between an entrepreneur and the state. Maybe we will act easier-not to single out any separate legal forms of interaction, and within the framework of the current legislation, the functioning of the already prescribed to ensure? As in general, a system of relations between citizens and the state. Why, for example, in Germany it is not easy to find a three -meter fence with barbed wire and a bunch of security? That's right - because the police are engaged in their protection. And what does the police do in Russia?

Why is the "agricultural" worth it? The consumption of meat falls, the entire consumer basket is reduced - people simply cannot afford to buy certain products. Our voter is a representative of the middle class. And our main interest is that such a middle class with high purchasing power in the country is as much as possible. To buy a combine or tractor, the peasant must have money. So that the peasant has money, he must sell his products, and quality products cannot be cheap. Accordingly, as many people as possible should be able to buy them. So, the more middle class, the better everyone else - including our party. Andrei Berezhnaya once said correctly: “If we are going to live here, we need to pay our people so that they can live with dignity. And if we are not going to live here, then there is nothing to say. ”

I repeat problems, everywhere almost the same: taxation, administrative barriers, interest rates, unmotivated (that is, conditionally motivated) criminal cases. We come out with a specific task: change of the economic course. We show what we did, explain what we want to do. For example: Rostselmash this year took fourth place in the world ranking of agricultural construction. World! The Russian company among the transnational corporations of agricultural construction takes fourth place. We sell combines with the inscription "Rostselmash" in more than 30 countries, the second year we supply them to Germany, recently opened the markets of Iran and South Africa.

- And in price and in quality. The combine now is two computers, a navigation system, a single control system. For example, Torum 780 is a pity, I can’t name this flagship model, given that RSM 161 appeared - a new development. There is not a combine in functionality, but almost a spaceship. Taiga.info: In Siberia and in Russia, in general, probably, they buy little such equipment?

- So many. Agriculture is not quilted jackets, kirsis boots, pitchfork and shovels. Now it is a hermetic cabin, climate control, audio system, steering wheel ... Women are very fond of playing on exhibitions and test drives in our combines-the steering wheel like in a car, no levers, joystick, display and that's it.

Taiga.info: In other industries, do you offer support programs?

-So far, we still have engineering. This program is already working in Transbaikalia, if there is a dialogue with local leadership, we will set up similar programs here. But for this there should be a desire for power - we ourselves are always ready for cooperation.

And they are ready to solve problems as much as possible. The same RALF Ringer, a manufacturer of domestic shoes, has an interesting project: Russian sole. But in order to build a recruited factory for its production, we must produce four times more shoes that someone should buy. At our enterprises, we are indexing salaries, last year the indexation amounted to 25%. So we invest, as we can, in ensuring consumer demand, but the power should also take some steps towards.

Taiga.info: So we have a bunch of all kinds of industrial investment sites, but the investors do not go there.

-And they will not go-under such and such loans. If we are going to steal something, then this is not needed either loans or planning. We went in, pretended, they did something, and left. If we are talking about any production - it doesn’t matter: combines, tractors, boots - we must understand the possibilities of the market. We must be sure that there are guarantees, and not so that we have come in, it seems that we have agreed on something, and tomorrow the rental rates will be raised four times.

The logic of market enterprises is simple: produced, sold, received money for this. Or did not receive if I did not sell. And the corrupt officials have a different logic: I sold it, did not sell it - spit, drive a rollback. Those who want to tear you, bankrupt and cover the line will be lined up. Accordingly, the investor will not come.

We believe that patriotism does not cancel normal life in the country and is not equal to obscurantism

Taiga.info: Will you somehow expertly participate in the regional agenda in Novosibirsk?

- We discussed this with the regional branch. We are going to fight unmotivated criminal cases against the business. We have a similar practice of protection - we provided legal support, raised a wave in the media. We must pay tribute to the independent media, who are not afraid to publish this.

Taiga.info: What kind of money is the party? There is no state support. Membership fees?

- There are no membership dues, because their administration is very expensive and very fraught. You can run into a provocation, in particular, transfer from persons with foreign citizenship. And all kinds of checks, believe me, we pass regularly - I feel, soon we will go through the physical examination. Our main sponsors are large enterprises, Russian production capital.

Taiga.info: Do ​​you have an electorate and a program with a “right business” somehow intersect?

- No way. We advocate civil freedoms, but limited by our natural cultural codes. We believe that patriotism does not cancel the normal life in the country (courts, taxes, free elections) and is not equal to obscurantism. But do not teach us how to live and with whom to sleep! We have Buryats, Koreans, Evenki, Tuvans, Yakuts, Kazakhs, Tatars, and Russians - all together in the same country in the whole space. Near the Orthodox Temple, the Datsan, and the shaman - and no one bothers anyone. And do not climb there! This is Russian wisdom: "They do not go to a foreign monastery with their charter."

Taiga.info: Do ​​you plan to get to the State Duma in the foreseeable future?

- We will fight. But we have the main problem - this is an unhappy in the elections. This year, all party lists were shot throughout the country.

Taiga.info: What is motivated?

- We do not coordinate the candidates, whoever calls. And we are not going with PR about NATO machine guns, but with a specific question: “Why did part of the budget of the Sakhalin Region accidentally swam into the development corporation of the Sakhalin Region, which is a joint -stock company?” The normal question for the deputy - he votes for the budget, but, to put it mildly, painful for opponents in power. Our lawyers are simply exhausted by constant trials. In order to remove us in the Sakhalin Region, a separate practice was created in the Supreme Court: as the main evidence, he accepted the results of a preliminary investigation. It is clear to lawyers that this is just absurd, and dangerous - so now they can remove any batch at any time.

I will not explain what the refusal leads to meet the regulator.
