The government of the Russian Federation under the leadership of Dmitry Medvedev approved the maximum allowable increase in housing and communal services tariffs for 2018. The document was published on the website of the Cabinet.
The average standard for the Kemerovo region was adopted at the level of 5.9%. This is the maximum indexation among all regions. The closest "persecutors" are Moscow, Novgorod and Kirov regions, where tariffs should not exceed 5.5%.
For the Novosibirsk region, the minimum value is 3%. For the Republic of Altai and Buryatia - 3.5%, Khakassia, Tuva, Irkutsk and Omsk regions - 5%, Altai Territory - 4.5%, Transbaikalia - 4%, Krasnoyarsk Territory - 3.9%, Tomsk region - 5.2 %.
If the indexation of tariffs for individual cities exceeds the average set by the federation, then it must be agreed upon by the representative body of the municipality. For example, in 2016, former governor Vladimir Gorodetsky signed a resolution to increase heat and water tariffs by 15–20% for Novosibirsk, and it was supported by local deputies. But after seven protest rallies, the largest of which gathered more than 3 thousand people, the decision was canceled.
