The Accounts Chamber found corruption and mold in an unfinished tourist cluster in Buryatia

The Accounts Chamber of the Russian Federation checked the effectiveness of the use of funds in the creation of tourist clusters. Violations were also found in the Tunkinskaya Dolina cluster in Buryatia.

As follows from the report of the auditor Alexander Filipenko, published on the website of the Accounts Chamber of the Russian Federation, in Buryatia the deadline for the construction of a tourist cluster has been violated - the readiness of facilities, according to the data at the end of the first half of 2017, is 47%. As a result, the term for putting the cluster into operation was violated by more than a year and a half. Investment agreements for the creation of 21 objects of tourist infrastructure in the amount of 3 billion rubles or 80.4% of the total amount of extrabudgetary funds have not been concluded.

The auditors also found signs of possible corruption: “The audit found that municipal contracts for the construction of facilities of the Tunkinskaya Dolina shopping and entertainment complex in the amount of about 220 million rubles were concluded by the former head of the administration of the Tunkinsky district, who at the same time was a co-founder of the contractor, which contains corruption risks.”

The audit also revealed facts of inefficient use of resources already created at the expense of the budget. 172 million rubles were allocated for the construction of water intake facilities and water supply networks within the framework of the TRC. They have not been operated for more than 2.5 years due to the lack of permission from the state construction supervision.

“In addition, when the inspectors entered the facility, it was found that the walls of the pavilions were covered with mold, there were cracks in the cement screed, which may indicate poor quality of construction or materials used, or non-compliance with the conditions of the facility and contains risks of additional restoration costs,” they note in the Accounts Chamber.

The autotourist cluster "Tunkinskaya Dolina" is located 100 km west of Lake Baikal on the federal highway A-164 "Kultuk-Mondy", 100 km from the state border with Mongolia. The cluster plans to use the attractiveness of the resources of the Tunkinskaya Valley, its border position and transport accessibility.

The predominant features of the territory are the picturesque foothills of the Sayan mountains with a healing microclimate, numerous mineral and thermal springs, on the basis of which resorts of federal and regional significance have been created, the Buryatia Tourism Committee notes.
