Rosgvardia to take over protection of governors
Russian President Vladimir Putin submitted a draft law on new tasks for the Russian National Guard to the State Duma. According to the bill, the Russian National Guard will take a governor under its protection with the permission of the head of state, and the heads of regions will have to pay for its services, RBC notes.
The tariffs for the security services of the Russian National Guard must be approved by the government, and all income received must be transferred to the federal budget. The bill provides for the possibility of the president sending Russian National Guard fighters to protect not only governors, but also "other persons". Moreover, the Russian National Guard may be ordered to protect the latter for free.
In most cases, governors will be protected by the non-departmental security of the Ministry of Internal Affairs, which is part of the Rosgvardia structure, the Vedomosti newspaper reported, citing an anonymous source in the Ministry of Internal Affairs. The source explained that by protecting "other persons" they could mean previously agreed upon categories of regional and federal officials.
Since 2016, the Federal State Unitary Enterprise “Okhrana” has been under the jurisdiction of the Russian National Guard, providing paramilitary security for government agencies and commercial enterprises, as well as cargo escort and remote security.
