Barinov himself stated in court that he did not admit guilt. And he considers his criminal prosecution the result of a slander by other defendants in the case.

On November 2, the Investigative Committee opened a criminal case against Barinov. According to investigators, the ex-deputy head of the Federal Penitentiary Service oversaw the construction of a 4,000-bed facility in the Kolpino district of St. Petersburg, also known as Kresty-2.

The investigation believes that Barinov promised the CEO of two construction companies to sign documents on the work performed and received several bribes totaling 110 million rubles for this.

In this case, Ruslan Khamkhokov, the general director of the Petroinvest company, which was the contractor for the construction of the isolation ward, was also arrested earlier.

Khamkhokov, in turn, is suspected of giving a bribe in the amount of 350 million rubles to the deputy head of the St. Petersburg department of the Federal Penitentiary Service Sergey Moiseenko.

The case of fraud during the construction of the road to the Kresty-2 pre-trial detention center was initiated in early March.

Recall that the pre-trial detention center "Crosses-2" has been under construction in the Kolpinsky district of St. Petersburg since 2007. The cost of the project is 12 billion rubles.
