
During 2017, the number of protests in Russia continuously increased and in the III quarter increased by almost 60 percent of the beginning of the year, the report of the Center for Economic and Political Reforms said. At the same time, more than 70 percent of protests were associated with socio-economic topics.
The CEPR recorded 445 protests in the III quarter. Of these, 106 were political, 312 - socially economic. Experts attributed protests on a wide range of problems - the requirements of equity holders, dissatisfaction of entrepreneurs, tariff growth, and so on.
"Among the protest actions related to a socio-economic theme, in the I and II quarter the most vivid cases were the protests of the truckers against the Platon system and the protests of farmers against the seizure of lands by agricultural holdings, and in the III quarter the protests of deceived equity holders were the widest. At the same time, the authorities rarely act in a construct of the channel, solving the problems before the conflict worsens and reaches a protest level. “Despite all the statements of the country's leaders, the system of prevention and constructive resolution of social conflicts has not yet been developed in Russia. That is why the protest, the aggravation of the conflict is still almost the only effective way to defend its rights,” the report said.
The number of conflicts recorded with labor relations recorded also grew over 2017. In particular, the number of cases of delays and non -payment of salaries in the III quarter of 2017 is more than three times higher than the number of such cases in the first quarter and more than doubled in the II quarter. Problems in enterprises in some cases led to open protest. In July-September, the Central Administrative District recorded 27 labor protests.
The report published in July said that over the second quarter of 2017, the number of protests in Russia increased by a third compared to the beginning of the year. The study states that in the second quarter of the year 378 protest performances were recorded in the country, while in the first quarter there were only 284. From April to July there were 148 political performances and 205 social, while in the first quarter - only 96 and 167, respectively.
