President Vladimir Putin introduced a bill to the State Duma, according to which the Russian Guard is vested with the powers to ensure the safety of governors. If the document is accepted, then the decision of which troops will be protected by the leaders of which the leaders of the federation will be personally made by the head of state, that is, Vladimir Putin.

Visiting the law “On the Troops of the National Guard” were sent to the State Duma back on Friday, November 3, but in a public database appeared only on Monday, November 6.

The bill establishes that the president indicates the protection of not only to the governors (senior officials of the constituent entities of the Russian Federation, the heads of the highest executive bodies of state power of the constituent entities of the Russian Federation), but also to “other persons”. It is separately stipulated that the protection of governors is carried out “exclusively on a contractual basis”, and the protection of “other persons” - “usually on a contractual basis”.

The government must approve the tariffs for the security services of the Russian Guard, and the bill in this way the income orders to fully enrolled in the federal budget.

The deputy director of the Russian Guard, Commander -in -Chief of the National Guard, Sergei Lebedev, will submit a bill in parliament. In the conclusion of the government, the draft law notes that the Cabinet of Ministers supports this legislative initiative. The accompanying materials also specify that its implementation will not require additional allocations from the federal budget.

The current law classifies the protection of particularly important, regime and other objects to the sphere of tasks of the Russian Guard, the list of which is approved by the federal government. The Russian Guard also has the right to protect the property of individuals and legal entities under contracts.

Recall, in the jurisdiction of the Russian Guard from the moment of its founding in 2016, the Federal State Unitary Enterprise “Security” previously controlled by the Ministry of Internal Affairs, which provides a militarized (with the right to use automatic weapons) protection of state authorities and commercial enterprises, as well as support of goods, remote control, etc.

Now Russian governors have the right to secure security on their own. Sometimes in this regard, loud scandals occur. So Mikhail Yurevich, who headed the Chelyabinsk region in 2010-2014, paid his bodyguards 113 million rubles a year. In addition to this, Yurevich was accused of corruption, and a tender was also found to buy a helicopter for 289 million rubles - as a result, he was resigned, however, with the wording “at his own request”, but now he still fled from the country.
