
The former head of the Federal State Unitary Enterprise SVECO Oleg Filippov was arrested on November 2, follows from the materials of the Basmanny Court of Moscow. Representatives of the Investigative Committee addressed the imprisonment of the detention, the FSB is engaged in the operational support of the case, and the decision at the request of the Investigative Committee was made by Judge Arthur Karpov. The defendant himself did not plead guilty and filed an appeal.
Filippov was suspected of fraud on an especially large scale (part 4 of article 159 of the Criminal Code). According to Rosbalt , in his case there are episodes about theft of funds. “Moscow allocated by the Government for maintenance and repair of the intellectual transport system of the capital.” The amount of the contract amounted to 3.9 billion rubles. Details of the prosecution are not disclosed, in the FSO and the TFR at the time of publication of the text to RePULIC's requests did not respond.
Sveko is engaged in security systems. During its existence, the enterprise received almost 20 billion rubles under state contracts, REPULIC calculated based on information from the public procurement portal. The main customers are the structures of the FSO, the Ministry of Defense, the Ministry of Internal Affairs, the FSB and the FSSP, for which the enterprise repaired and built buildings, equipped shooting machines and supplied security systems. But a little less than half of all revenues for the state was provided not by power departments, but by metropolitan authorities. Cooperation with them led to the fact that last year it became a record for SVECO: the organization entered into contracts at once by 9.6 billion rubles.
By order of the Moscow metro, FSUE was supposed to establish a “system of intellectual video surveillance” for 4.3 billion rubles. The system was needed in order to scan faces and recognize them; determine which of the passengers of the subway is in the search lists of law enforcement agencies; monitor the movements of everyone who uses the metro; to fix the freezers who go through turnstiles without payment; declare anxiety and call police officers to the scene. Moreover, the tender documentation indicates the equipment that should be used - the camera of Metrovision. As noted in 2016, the Russian BBC Service , Metrovision cameras did not exist in nature, cameras of any other brand needed to be coordinated with the FSB.
A similar contract was concluded with the Center for Road Traffic (Central Department Store). For 3.9 billion rubles, the FSUE was supposed to maintain a working intellectual transport system of the city in working condition: these are 3,300 road load detectors, 2254 traffic lights, 166 information board and 2059 video cameras. The time indicated in the contract, Sveko could not be met. The representative of the organization complained in a letter, which was sent to the Central Department Store, that the work of the capital's improvement “My Street” prevented the work.
To fulfill the terms of agreements on both tenders in SVECO, subcontractors were found: in the case of the metro, this is an aquarius, in the case of the Central Department of Sciences - “Spetsdorproekt”. Agreements were concluded by 3.6 billion rubles and 3.7 billion rubles, respectively. The first company belongs to the company NKK, it is managed by the chief designer of the state automated election system Alexander Kalinin. One of the founders of the second subcontractor is Schwabe, the subsidiary of the Rostec state corporation.
Sveko is the second FSUE, a subordinate FSO, which becomes a defendant in a loud criminal case. In the spring of 2017, the accusations were brought by the heads of the Federal State Unitary Enterprise “Ausks” , they were suspected of embezzlement of funds allocated for construction work in the residence of the President of Novo-Ogravo. At the head of the enterprise were people close to the St. Petersburg businessman Dmitry Mikhalchenko , who has been in custody in the case of the smuggling of elite alcohol since March 2016. His arrest affected the career of several influential security forces .
Soon after the arrest of Mikhalchenko, the post of director of the FSO was left by Evgeny Murov. His place was taken by Dmitry Kochnev, whom two interlocutors of Republic in the special service are called the initiator of large -scale personnel rotation in the department. So, Kochnev was replaced by about ten people from among the leadership. He initiated a criminal case against General Gennady Lopyrev: until November 2016, he commanded the FSO board in the Caucasus (for example, the Presidential residence of the Bochars stream is under the jurisdiction of this unit).
The new head of the security service in the Caucasus of the FSO was Sergey Kravchenko. Finally, the post of deputy director of the FSO was received by Nikolai Kondratyuk, an assistant ex-mayor of Moscow Yuri Luzhkova, the former head of the administration of the Odintsovo district of the Moscow Region, and since 2014-the head of the security service in the Crimea of the FSO.
