The plan includes manipulations with bonds and derivatives, it was drawn up by a private bank from Luxembourg Banque Havilland, owned by the British financier David Rowland, who maintains close relations with the OAE leadership. In accordance with the plan, it was supposed to reduce the cost of Qatari bonds and increase the cost of their insurance, ultimately creating a currency crisis that would exhaust the country's money reserves.
At the first stage of the plan, it is supposed to create an offshore investment fund, the connections of which will be difficult to track with the UAE. This fund will use Qatari bonds that already belong to the UAE, as well as other debts that can buy. In addition, the fund will buy credit default swaps that will grow in price due to a decrease in Qatari debt.
After that, through fictitious transactions, it is planned to reduce the price of Qatar bonds: the fund, buying and selling the same tools, will create a feeling of excessive trading volume to attract other traders and force them to sell bonds, which will lead to a panic on the market. A decrease in debt prices and the increase in swap will put pressure on the currency of Qatar - since the RIL is tied to the US dollar, the country will be forced to spend huge amounts of money from its own reserves. Together with the already declared economic blockade in the medium term, this can lead to a significant depletion of Qatar resources.
The final stage of the plan will be to create a PR given in order to cause Katar reputation damage at the international level-within the framework of the information company, the emphasis will be placed on “dubious” stability in the country. It is assumed that the Allies of the UAE, such as Egypt and Saudi Arabia, will also be able to maintain investors uncertainty with their statements.
The ultimate goal of the UAE plan may be the 2022 World Cup, which should be held in Qatar.
