The city hall insists that the businessman made an illegal reconstruction of the building without having the permission of officials, and demands to return the structure to the former appearance.
Dmitry Tolmachev (in Irkutsk he is called Che Guevara) insists that there was no reconstruction, but there was a major overhaul of the roof for which there is no need to ask for permission from the authorities. Overhaul of the roof was necessary, since the previous structure often proceeded. The businessman claims that the attic space that turned out after the repair cannot be considered a room.
"There is an act of Stroynadzor of the Irkutsk region, a state organization that says that I have a major overhaul. And for a year and a half, the representative of the Stroynadzor went with me together and proved that this was a major overhaul. The Irkutsk administration demands that the entrepreneur return the building to the building the original form, according to the technical passport of 2012. Tolmachev turned to the Federal Bureau of Technical Inventory (BTI) in Irkutsk, which on November 7 issued him a new technical passport. Moreover, the technical passport 2012 and 2017 are identical. The BTI expert did not see new premises in the Moscow building, and the subcutaneous space is not considered a new object.

Users of social networks came to the conclusion that they are trying to intimidate the entrepreneur before meeting with Navalny so that he refuses the opposition to provide the site. The businessman himself believes that this "gift" is connected precisely with the trial with the mayor of Irkutsk.
