Altai parliamentarians intend to join the initiative of Novosibirsk colleagues, supporting the appeal to the leadership of the Ministry of Agriculture and Rosselkhozbank, adopted by the latter at the session on November 2, which Taiga.info wrote about. The editors publish the material of the Altai Bureau of REGNUM with minor reductions.
The situation in the domestic grain market was even more aggravated, so parliamentarians are again forced to contact the Minister of Agriculture Alexander Tkachev and the chairman of the Rosselkhozbank board Dmitry Patrushev. The catastrophic situation with grain prices that have fallen below the cost, as well as difficulties with the implementation and export of a new crop, mostly prefer to silence.
Recently, on the official sites of the country's bread regions, at best, dry statistics on significant volumes of grown grain are published. So, in particular, they come now in the Saratov region and the Altai Territory. The exception is, perhaps, the authorities of the Novosibirsk region (more than 3 million tons of grain have already been collected in the region). The acting governor Andrei Travnikov recognized the existence of problems with the implementation of the wagons supply plan for the export of grain crop.

“Our transporters cannot process such a volume of products today,” he stated, while emphasizing that “farmers need to count on support from the state.”
The Novosibirsk parliamentarians intend to provide a kind of moral support to the peasantry. During the recent session of the Legislative Assembly, it was decided to seek help in the implementation of the record harvest and prolongation of loans to the Minister of Agriculture Alexander Tkachev and the chairman of the Rosselkhozbank board Dmitry Patrushev.
According to the chairman of the committee on agrarian policy, natural resources and land relations of Oleg Podoyma, “the situation is aggravated by the fact that today there is no way to export excess grain from the region. The solution of all these issues requires serious federal intervention. ”
Parliamentarians also believe that their senior colleagues - Novosibirsk deputies and senators in the State Duma and the Federation Council are obliged to intervene in the situation.
“Anyone happened - both productive years and lean, but this year the situation is simply catastrophic,” the speaker of the Legislative Assembly Andrei Shimkiv confirmed. That is why the words with congratulations about the end of the harvesting campaign and prizes for the chlaborates of the labor are already perceived as a mockery.
For example, the Saratov Region government website modestly informed that the region this year implements 1.3 million tons of grain, which is twice as much as last year. Of these, according to the Minister of Agriculture Tatyana Kravtseva, 700 thousand tons of grain were sent for export. And this despite the fact that the gross collection of grains in the Saratov region in the current agroseason amounted to about 6 million tons.
In the Altai Territory, where more than 5 million tons of grain were collected this year, attempts to pay attention not to the problem were also made earlier, but the requests for interventions and support were not heard either.
The Secretary of the Bureau of the Altai Roaded Council of Fair Russia Vladislav Vakaev informed IA REGNUM that the just -Russians faction in the Altai Regional Legislative Assembly (AKZS) intends to support Novosibirsk colleagues.
“I think the same will need to be done at the November AKZS session. I am sure all the factions will join this initiative. Indeed, for the Altai Territory, in the economy of which agriculture plays a key role, this question is even more relevant, ”he said.

According to Vakaev, the situation is a critical, record harvest of more than 5 million tons “is not pleasing”. In recent days, grain prices have fallen below the cost, which put the peasants on the brink of survival. Grain costs 4-5 thousand per ton, buckwheat - 4.5–6 thousand. The farmers who need to pay loans are forced to give grain for nothing, receiving multimillion -dollar losses. The situation is aggravated by difficulties with the export of grain outside the region. All this can cause a serious blow to the basic industry of the region’s economy - an agro -industrial complex.
“At the same time, there is no information about real measures to stabilize the market. The federal authorities promise to start grain interventions only in December. I'm afraid it will be too late. I have the impression that the Minister of Agriculture still thinks of the scope of his native Kuban, not understanding how different the conditions in which Siberian farmers have to work, ”said the representative of SR.
In addition to appeals to the government, the Rosselkhozbank and State Duma deputies from the Altai Territory, he considers it necessary to develop a specific algorithm of actions both for the operational resolution of the crisis situation and in the long term.
“In particular, we need to once again raise the issue of building a grain terminal at the mouth of the Ob. This will ensure the export of Siberian grain to the world market, primarily to the rapidly expanding market of Southeast Asia, ”Vakaev said.
REGNUM reported several factors that led to the collapse of the grain market. Together with the failure of programs that were designed to prevent such a development of the situation, everything that happens begins to look like a planned provocation, muffled by the year of the presidential election.
