30 days without war: what did Andrey Travnikov do

Acting Governor of the Novosibirsk Region Andrei Travnikov was represented by the region a month ago. During his first weeks, he did not live up to revolutionary expectations - he did not announce mass resignations, did not bring the Varangians and did not manage to quarrel with the local elite. While he shows and calls himself a technocrat, carefully approaching the beginning of the electoral cycle.

Travnikov appointed the acting governor on the evening of October 6, on Friday. On Monday, October 9, he flew to Novosibirsk, an official representation and acquaintance with officials and deputies took place. The new leader took turns meeting with key subordinates, and then it seemed that on this wave of resignation, appointment and turns in the work of the government would follow immediately. It turned out wrong.

Personnel and team of the Varangians

The first thought that journalists broadcast (and Taiga.info devoted to this topic the special project “Life Day”) concerned the team of the predecessor of Travnikov Vladimir Gorodetsky. Since a significant part of the members of his government was formed for years according to the principle (with rare exceptions) of personal devotion, then if not mass resignations, then at least point - the dismissal of the most odious ministers would look logical. Many came for Gorodetsky from the city hall (and he explained that he could not work with people who have not established themselves) not only for top positions, but also in the leadership of services, inspections and joint -stock companies created by the area. So the maneuver space for the acting governor was wide.

On the path of the least resistance of the herbalists did not go - in principle, the issued mandate should be enough to dismiss any member of the government, which may interfere with the presidential or governor's campaign. Taiga.info hopes that the resignations will take place, but apparently it will have to wait until spring.

The list with a dossier for each is probably preparing. And the acting reported about his observations in an interview with TASS (without surnames): “I look in the case of each of the members of the government, who reacts to those tasks that arise, what is the attitude to my instructions, what is the initiative and so on. I collect all this, and a certain picture is formed. We have to take into account political aspects - whose interests a person represents, with whom the relationship has developed historically. We all lived a life, someone has a neighbor, someone has a classmate, someone has a business partner. I also take this into account. "

The fact that not a single sharp personnel step has been taken has yet been made is more likely in favor of Travnikov, no matter how we want the opposite. All ministers have so far froze, afraid to harm their careers, and are trying not to make mistakes, limiting their antics. In principle, we are all in hand. It can be assumed that this period will not delay, and in the spring we will see system solutions.

And one more thing: it seems that the federal center in 2017 took into account the previous premieres, its proteges no longer bring a new team with them, relying more to local personnel in order to avoid elite conflicts. Who exactly experienced the Vologda media to the government of Travnikov, the editors have already written, but so far no, even technical, employee. For the Novosibirsk region, managerial caution is rather a political tradition, we do not like quick and uncompromising solutions. The history of ex-governor Vasily Yurchenko proved this-the hidden resistance of complex coalitions can lead to a resignation of even a strong leader.

Frozen conflicts

One of the first wishes of the acting acting concerned the most controversial and potentially invoices for the region of concession projects - a garbage concession, the fourth bridge, the new LDS (formally it was PPP). In all of them, freezing occurred-somewhere because of a conscious solution and the impasse, which entered earlier (waste management), somewhere-due to the limitations of the federal budget and the non-work of the project alternatives (the fourth bridge and the LDS). At the same time, there was no investor for the construction of seven clinics.

In some form, all these projects, apparently, will be revived, but it is obvious to everyone, including deputies of the Legislative Assembly, that the region will not go to the agreement in the same parameters. On the fourth bridge, as Travnikov said, you need to agree on whether it is also needed in that place, LDS definitely needs to be built, but is it on Gorskaya? It is definitely necessary to process the garbage, but with the concessionaire that it offers only sorting and burial? Well and so on. All this is postponed for several months or six months, no longer. And all interested forces will have to decide how to achieve consensus when restarting.

The mentioned projects were discussed and prepared for more than one year, now it is impossible to “untie the ends”, so winter freezing pauses for discussing parameters. But you need to understand that time is not endless. Much will depend on the federal connections of the acting governor, and on his political bloc, and from the position of the legislative assembly.

Kremlin's behavior and limits

In general, travecks rather arranged journalists to himself than vice versa. There are still few bright synchrons, but many people like adequacy. These are not the key qualities, but important for information sex in the coming year. So far, Acting has unequivocal support of the Kremlin, but there is still no “external technological headquarters”. That is, he relies primarily on himself and on the “peace” of the region.

Much of the presidential elections in March 2018 and in the election of the governor in September will depend not on the visiting PR managers, who are not loved and do not understand in Novosibirsk, but on elite agreements and balance of interests. And, most importantly, from a decrease in the number of topics that irritate people. Here, they are simply not used to feeling “overboard”. Novosibirsk loves when they talk to them, and then the result is not so important. Possible competition with the mayor of Anatoly's elbow is about the same. The more the regional government sets up people against itself, as in the previous year (starting with the housing and communal services tariffs), the more chances the opposition has. And vice versa - a criticism of the state of urban economy can finish over the mayor. Otherwise, two politicians have a space for agreements and leveling relations between the city and the region.
