
The message of Vladimir Putin to the Federal Assembly may be postponed from December 2017 to February 2018, RBC reports with reference to sources in the presidential administration.
According to the interlocutors of RBC, the probability of transferring Putin’s annual performance before the parliament is “very high”. According to sources, the working group for the preparation of the presidential message was created in the Kremlin in September.
In the case of transfer, the Russian president for the first time announces the message to the Federal Assembly not during the current year. Article 84 of the Constitution provides that the messages of the Head of State must be annual to parliament. Putin, after an election for the third term in 2012, traditionally performed with presidential messages in December.
According to the sources of RBC, the “basic scenario” of the presidential campaign is consented, Putin must announce participation in the elections at the end of December, after the Federation Council officially announces the beginning of the election campaign. The upper house should appoint the presidential election between December 7 and 17.
