The activists filed a notice to hold three rallies on November 24, 25 and 26 at different venues. All of them were rejected by the board.
“In the notifications you submitted, the forms and methods for ensuring public events by the organizers of public order indicate: guaranteeing the observance of public order and, in case of its violation, immediately reporting this to the police officers. Taking into account the number of participants in a public event in the amount of 1,500 people, increased attention is required on the part of the organizers of public events to their safety, as well as the safety of other citizens who are as close as possible to the venue of public events, but who are not participants,” the executive committee replied.
On October 31, Kazan City Hall rejected 30 notices of Navalny's rallies. The politician's team applied for events on November 10, 11 and 12 at any of the ten venues to hold a meeting as part of the election round. The city administration considered that none of the proposed options is suitable.
