1917 "Declaration of the Rights of the Peoples of Russia"

One hundred years ago, on November 15, 1917, the Council of People's Commissars published the Declaration of the Rights of the Peoples of Russia. It said: “The October Revolution of the workers and peasants began under the common banner of emancipation ... Only the peoples of Russia remain, who have endured and continue to endure oppression and arbitrariness, the emancipation of which must begin immediately, the liberation of which must be decisively and irrevocably carried out. In the era of tsarism, the peoples Russia was systematically pitted against each other. The results of such a policy are known: massacres and pogroms, on the one hand, slavery of peoples, on the other. There is no and should not be a return to this shameful policy of inciting. From now on, it must be replaced by a policy of voluntary and honest union of the peoples of Russia " .
