The Ministry of Finance prepared a bill on the introduction of criminal liability for the leaders of companies and individual entrepreneurs for the import of sanctions products into the country. The document is published on the federal portal of draft regulatory legal acts.

It is proposed to introduce in the Criminal Code Article 226.1, which provides for the punishment for smuggling of toxic, explosives, radioactive substances, weapons and strategically important goods, as well as "sanctions". The minimum sanction under the new article of the Criminal Code is imprisonment for a term of three years with a fine of up to one million rubles. For an act committed by an organized group, a punishment of up to 12 years in prison is provided.

Criminal liability will occur in case of violation of the ban on the import of goods with a total value of more than one million rubles.

The explanatory note to the bill notes that "the need to increase the responsibility of unscrupulous persons for evasion of compliance with the corresponding prohibitions and restrictions is of particular importance."

According to the current legislation, for violation of the ban on the import into Russia, products that have entered the sanctions list, legal entities and individual entrepreneurs are facing a fine.

In February, Rospotrebnadzor proposed to fine citizens for storage and transportation of goods prohibited for import into Russia. "The sale, storage, transportation of goods prohibited for import into Russia entails the imposition of an administrative fine in citizens in the amount of 3 thousand to 5 thousand rubles with confiscation of administrative offenses or without it," the document was given in the document by the new article of the Code of Administrative Offenses.

In addition, it was proposed to fine officials in the amount of 30 to 50 thousand rubles, and individual entrepreneurs - in the amount of 30 thousand to 50 thousand rubles with confiscation of administrative offenses or without confiscation. The penalty for legal entities was proposed to be set in the amount of 75 thousand to 100 thousand rubles with or without confiscation.

In Rospotrebnadzor, they explained that these measures would not affect citizens who import prohibited products for personal use. "Administrative liability for citizens is implied only in the implementation of foreign economic operations that provide for the sale, storage, transportation of prohibited products to the territory of the Russian Federation for sale," the press service of the department said in a statement. Earlier it was reported that private individuals are allowed to import up to 5 kg of prohibited products to Russia.

Russia has been banned for the import of a number of food from the EU, the USA and Canada in 2014. On June 30, Vladimir Putin signed a decree on the extension of the grocery embargo until the end of 2018 . Measures suggest the ban on the import of certain types of agricultural products, raw materials and food from the USA, EU countries, Canada Australia, Norway, Ukraine, Albania, Montenegro, Iceland and Liechtenstein.
