
The State Duma adopted in the first reading a bill tightening the punishment for recruiting terrorists up to life imprisonment, RIA Novosti reports . The author of the bill was the first deputy chairman of the United Russia faction, Adalbi Shhgoshev.
In the explanatory note, Shhgoshev explains the need to introduce such strict measures by the fact that "terrorism has turned into a very profitable business" global scale. "It is important to separately emphasize the complexity of the return of persons involved in the recruitment to peaceful life. As practice shows, this is virtually impossible. Moreover, the degree of their potential danger is extremely great," the document says. "It must be remembered that everyone can undergo a recruiting attack at any time, despite age, gender and social status."
The bill proposes to tighten the responsibility for financing terrorism, as well as for declining, recruiting or other involvement of a person in the commission of at least one of the crimes provided for by the following articles of the Criminal Code 205 (terrorist act), 205.3 (undergoing training in order to carry out terrorist activities), 205.4 (organization of the terrorist community and participation in it), 205.5 (organization of activities of activities a terrorist organization and participation in the activities of such an organization), parts 3 and 4 of Article 206 (hostage capture), part 4 of Article 211 (hijacking of air or water transport, associated with the commission of the attack), 361 (act of international terrorism), as well as for the armament or preparation of a person in order to commit at least one of these crimes.
It is stipulated that these crimes will be punished by deprivation of liberty for a period of 8 to 20 years with a fine of 300 thousand to 700 thousand rubles or in the amount of wages or other income of the convicted person for a period of 2 to 4 years or without such or lifelong imprisonment. Currently, the listed articles provide for punishment in the form of imprisonment for a term of 5 to 10 years.
“I not only support the strengthening of the punishment, but I am also a supporter of the most stringent measures against the recruiter. He was just to be sentenced to execution, because he, unlike a suicide bomber, wants to live, and does not go to death!”, Commented the adoption of the bill in the first reading, the head of Chechnya Ramzan Kadyrov.
Shhgoshev prepared the bill in the spring. At the end of March, Uneneros sent himto the recall to the Supreme Court and the Government . However, in the first version, Shhgoshev proposed to establish the upper limit of punishment for recruitment or declining in terrorism in the 12th of the conclusion. Thus, the composition of part 1 of Article 205.1 would have passed from the category of serious crimes to the category of especially serious.
Anti -terrorism legislation has been tightened in recent years several times. The last large -scale amendments were made in the UK "Yarovaya Laws", which entered into force in July 2016.
