The Moscow District Military Court was sentenced to 8.5 years in prison, Imam Fizuli Ismailov, the spiritual leader of the only major Muslim community "Peace and Creation", finding him guilty of promoting terrorism. "Fizuli Ismailov, already sentenced in May 2016, to the three years of the colony for illegal turnover of weapons and explosives, was found guilty of the assistance of terrorism on November 9. Given the previous sentence, the final punishment was assigned to Ismailov in the form of 8 years of imprisonment in a general regime colony.

According to the plot of the case, the 36-year-old Imam repeatedly spoke in sermons about the “cleansing Islam from polytheists,” called for jihad and the construction of the “Islamic state of the Caliphate”. He also called for financial assistance to the supporters of the Islamic State and travel to Syria to participate in hostilities on the Islamist side.

As stated in the indictment, in the period from December 2012 to January 2013, Ismailov, "taking advantage of the authority among citizens professing Islam, significantly knowing that illegal armed formation has been operating in the territory of the North Caucasus Federal District, and to assist the terrorist organizations by involving persons, being in the local religious organization, and imams inclined one of the citizens to participate in the participation In the NVF ".

According to January 2013, the man recruited by Ismailov went to Syria to participate in the fighting on the IG side, "but, understanding the fallacy imposed by Ismailov, voluntarily left the location and returned to Russia."

"Ismailov did not admit his guilt, insisting that he carried out only peaceful sermons and religious rites. However, his position was refuted during the trial by the testimony of a number of witnesses and other evidence in the case," Zhirnova said.

On December 15, 2015, operatives of the Belgorod UFSB and police detained Ismailov immediately after the morning prayer. During a search in the prayer house, they found pistols of TT and Nagan, a grenade F-1, a little less than a kilogram of TNT, as well as a fuse for manual grenades and pistol cartridges. In addition, in the chapel, the security forces found about 15 books recognized in Russia extremist, in particular the prayer book "Muslim Fortress". The Imam already in custody denied that the books belong to him. However, the court fined it for 4.5 thousand rubles under Article 20.29 of the Code of Administrative Offenses (distribution of extremist materials).

On May 11, 2016, the judge of the Oktyabrsky district court of Belgorod Julia Kononenko sentenced Ismailov to three years in prison for illegal storage of weapons and explosives (part 1 of article 222, Criminal Code, part 1 of article 222.1).

At the same time, members of the community "Peace and Creation" claimed that the case against Ismailov was fabricated, and weapons were thrown into the prayer house.

Before moving to Belgorod, Ismailov lived in Dagestan. There, FSB officers accused him and eight more people of participating in illegal armed formation (Article 208 of the Criminal Code). In August 2008, the collegium of the jury of the Supreme Court of Dagestan justified all the defendants. In 2014, one of the acquitted accomplices of Ismailov, Rustam Aselders, became one of the first commanders of the Imrat of the Caucasus, swore allegiance to IS. In December 2016, the FSB reported that Aselderov was killed in a suburb of Makhachkala as a result of a special operation.
