
In mid -October, Pirkin and his friend stole an audio system from the car. Pirkina was detained by the police - despite the fact that he had almost settled the conflict with the owner of the car. In the site, Pirkin admitted not only in this theft, but also in 47 cases of theft. After that, he was released on a recognizance not to leave. Pirkin climbed onto the roof of a high -rise building and recorded three videos on a mobile phone, sent them to relatives and friends. In the video, he said that recognition in thefts in the police was knocked out under torture. “I can’t sit for ten years. I was one year in the army. I know that this is without normal life, telephones, communication, festivities, freedom. I do not want to, ”said Pirkin. Immediately after recording this video, he committed suicide.
The police who are accused of torture Pirkin were arrested on November 2 - they were charged with Article 285 of the Criminal Code of the Russian Federation - abuse of power using violence.
According to Bulat Mukhamedzhanov, a representative of the zone of law , the Pirkin’s suicide prosecutor’s office responded promptly: employees of the central apparatus arrived in Nizhnekamsk and raised all affairs and refusals in their initiation over the past two years. Even before the audit, the prosecutor's office applied to the Investigative Committee with a request to initiate two new criminal cases for the torture of detainees or suspects and one more for concealing these crimes. The circumstances of these cases, as well as the names of the victims are still unknown. The press service of the Department of the Ministry of Internal Affairs of the Russian Federation in the Nizhnekamsk district "Medusa" refused to comment on the initiation of new criminal cases.
According to Medusa Mukhamedzhanov, in November, the acting head of the Investigative Department of the Investigative Committee of Tatarstan Vladimir Tsioma had already come to Nizhnekamsk. For the first time - immediately after the death of Pirkin, the second - November 16 - along with the Commissioner for Human Rights in Tatarstan Saria Saburskaya. Together they accepted more than forty people. “Not everyone came on torture, but a fair amount of complained about the police,” said Mukhamedzhanov.
The “zone of law” and the “Kazan human rights center” specializing in the protection of citizens from the illegal actions of the police immediately after the suicide of Pirkin announced that they began to collect information from the injured from torture in Nizhnekamsk. On November 15, human rights activists sent a letter to the Investigative Committee with a request to check for several more episodes of torture in the Nizhnekamsk police.
Thus, a 36-year-old resident of Nizhnekamsk, Alexander Shabalin, told human rights activists that he was detained on the street on suspicion of theft in a shopping center and taken to the station in November 2015. There, he says, police officers plugged his mouth “whose dirty pants”, beat and demanded to confess the theft. Later, a search was made in his apartment, during which a “bundle with a substance of plant origin” was seized - Shabalin was serving for him and the deadline was serving. In 2015, Shabalin wrote a statement that he was tortured, the case was investigated until the summer of 2017, and then was terminated for the lack of corpus delicti.
The 35-year-old resident of Nizhnekamsk Ildar Kamaleev in November 2016 was taken to the police on suspicion of beating another citizen. There, a black plastic bag was put on his head and a floor rag was put in his mouth, demanding guilty. One of the police officers who beat Kamaleev allegedly was Rinat Akhmetshin - he was arrested in the case of Pirkin’s torture. Like Shabalin, Kamaleev achieved a criminal case against police officers, but in March 2017 it was suspended.
29-year-old Ilnaz Yunusov got to the police station in October 2016. The operatives took him directly from the house and accused him of theft of paint from their previous place of work - a construction company. Yunusov refused to plead guilty, he was also put on a bag on his head, and they also sealed his mouth with tape and pulled a gas mask. “I was tormented, but I do not give up. Then they threatened: now, they say, we will put you a pencil in the ass. We took out a condom, a pencil ... I clung to the belt with a dead grip, no matter how they tried, the trousers could not be pulled away, ”Yunusov told the evening Kazan. Yunusov pleaded guilty, but the very next day he recorded the fact of beatings in the hospital and wrote a complaint about the police. I did not find a service verification of violations. The case against Yunusov was terminated for the lack of an event of a crime.
The lawyer of the “Zone of Law” Andrei Suchkov said “Medusa” that, judging by the appeals, torture in the Nizhnekamsk police had been used for at least two years. “In most cases, plastic bags, gags and gas mask were used as torture items - and what is it, if not a certain handwriting,” says Sukkov.
