In July 2017, the policies of Vyacheslav Maltsev warned about the impending arrest. The criminal case against him has not yet been open. “I was just warned that it would be instructed and that the order was given to put me for life. (I received information) from those people who were given this installation - because they hate Putin and are our secret supporters. I don’t know them at all, ”says NT Maltsev now. Together with his associate Andrei Nemchinov, he drove by car into Belarus and headed for the border with Ukraine.

But Maltsev was not missed to Ukraine: it turned out that the opposition was included in the “black list” on the scandalously known website “Peacemaker”* (this is the open database of personal data of people, whom the authors of the site call “separatists” or “Kremlin agents” - the information is collected by illegally or by open sources, the site is blocked in Russia; it contains, for example, data from Russian journalists who received it who received it. Accreditation in the DPR and LPR). Then Maltsev called his supporter Olga Kurnosova, a Russian activist living in recent years in Kyiv. She, in turn, contacted their common acquaintance - the Frenchman Pierre Affiner, known among Maltsev’s supporters as “France” (he has been living in Moscow for a long time and participated in their shares over the past year and a half). Kournosova told NT that she asked Affner to help Maltsev enter France.

Affner met with the opposition in Montenegro - there another associate, Vladimir Kuznetsov joined Maltsev and Nemchinov. All three did not have French visas. To help the fugitives get them, Affner enrolled in an appointment with the first secretary of the French embassy in Montenegro and flew to Podgoritsa. The embassy was offered to go for visas to Belgrade, where there was the nearest consular hotel. “But the whole team of Feusbeshnikov was waiting for us in Belgrade,” Affer painted what was happening in an interview with the Kyiv site Rusmonitor. - Maltsev said that he would not go to Serbia, since they can grab him there, because the Russians filed him on the All -Russian wanted list and to Interpol. He told me: the Serbian police will detain me, and then I will find myself in Moscow, in Lefortovo. Then I proposed another option. I said: if you cannot directly fly to France, then let's fly to the visa -free country of Morocco transit through France, through Charles de Gaulle airport. Maltsev received the shelter last week - “in one of the European Union countries,” as he said from the conspiratorial, apparently, considerations in an interview with the current time. In September, he and his comrades were released from the Center for Temporary, where they were after his sudden arrival in Paris. Affner then told Rusmonitor that he was going to help Maltsev and his comrades settle in France with the participation of Russian emigrants. Where did the Saratov oppositionist get the money for life in exile? “I lived well enough all my life, because I earned a lot of money in the 1990s. There was a property that I periodically sold. I never lived, I didn’t buy expensive things, I lived modestly, so there was enough for life, ”says Maltsev. And he reminds of his financial instinct: “On December 16, 2014, the ruble fell strongly, and on November 10 I led the program with Stepan Demura **, invited everyone to play to lower the ruble and called the date of the collapse of the ruble - December 17 - I made a mistake for only one day. “You have some strange questions, to be honest,” Maltsev grins when it comes to his past. “I am absolutely not interested in talking about this for an article on general political topics.” But he still does not leave the answers.

“In 1981, I graduated from school, entered the Law Institute for the evening department, worked at the factory - they took me there as an active comrade in the Komsomol,” he recalls. - He was engaged in operational Komsomol detachments. He worked for a year - went into the army, served on the border. After the army, he recovered already at the day and went to work in the police. My wife and I were distributed to the Gorky region, but she did not want to go there. I went to the police department and offered them: give her a free diploma, and I agree for any work for any work. “By nature, he, of course, was not a businessman at all, but then he tried to somehow promote his business on the basis of adventurism-and this sometimes happened,” says Saratov writer Alexei Kolobrodov, who often contacted Maltsev in 1990–2000 in journalistic work. According to him, Maltsev tried to create the first private civation in Saratov.

Maltsev himself says that in the 1990s everyone earned everything on everything, so the income was “from security activities and many other things”: “For example, we guarded the construction of residential buildings, and we were offered to invest in their construction. There was free money, invested - and then the profit turned out to be such that we opened the mouths: it turned out that security activities are 1000 times funnier in terms of money than a construction business. ”

He acquired Maltsev and various real estate - and is proud that one of the objects sold on August 15, 1998, two days before the “technical default” declared by the government for Russian debt obligations - sold, though inexpensive, for dollars.

In Saratov, the Maltsev’s weapon store called Maxim was also known, says Alexey Kolobrodov, a machine gun of the same name was next to this store. “I had a room that I handed over to the weapon store to people who were familiar to me and with whom I had certain relations,” Maltsev said. “The weapon store later disappeared, and I sold the room.”

According to Kolobrodov, the owner of the Allegro detective bureau in those years enjoyed authority both in the criminal environment and law enforcement agencies. And his reception in the Saratov Regional Duma in 1996–2000 “has always been a haven for informals, young actors went to his assistants, some poets-by the way, he wrote poetry,” adds Kolobodov. - Maltsev at that time was one of the brightest Saratov politicians. He was distinguished by charisma, not at all a bureaucratic manner of behavior and cheerful adventurism. ”

State Duma deputy of the III - VII convocation Valery Rashkin, who at that time was the first secretary of the Saratov regional committee of the Communist Party, says that at first Maltsev was elected a deputy from the Communist Party to the regional Duma, and after the State Duma elections, he already led an independent campaign and opposed the Communists, then he was completely spoiled: either to the liberals, or to the liberals Prophetic structures ... “At a time when we talked tightly and drank tea, he was very susceptible to the blow of the political wind and ran from one group to another. The sympathy changed very quickly: literally six months later, he could love another, choose a new leader and change political orientation. A very unlikely person, ”Rashkin laughs. “But in reasoning, from the point of view of defending justice, he is quite persistent, for which I respect him.”

Vyacheslav Volodin and cut ears

One of the main examples of Maltsev’s sequence, which his Saratov acquaintances recall, is the struggle with Governor Dmitry Ayatskov. In the process of this struggle, he even lost his security business. “Ayatskov gave the team to his satraps, who came with inspections and took weapons - we appealed it for a month, the court returned everything to us, they took it all over again ... And so they did until we ravaged us, because the weapon is the same fundamental moment. So Ayatskov dealt with us. But then I dealt with Ayatskov. Such a “answering” was, which I don’t hide, ”the triumph is heard in Maltsev’s voice.

Maltsev got into the fight against Ayatskov from the filing of another bright Saratov politician - the current Speaker of the State Duma Vyacheslav Volodin, who was first in Ayatskov’s team (he headed his election headquarters in the 1996 governor’s elections and became the only deputy), and then began to build his own political career. After an unsuccessful attempt to run for the regional Duma without the consent of Ayatskov, Volodin left for Moscow and entered the Executive Committee of the Fatherland movement. “I did not notice a special friendship between Maltsev and Volodin. But in the projects that Vyacheslav Viktorovich promoted, he participated - for example, in the “Fatherland” movement, from which he was going to run for the State Duma, ”says Kolobodov. - True, he paid cruelly for this - the structures of Governor Ayatskov, who supported the “unity”, then fought with the “fatherland”. Maltsev was thrown into the trunk of a car drugs and a pistol. "

In 2003, Maltsev headed the "Fund for the fight against Ayatskov" and launched active agitation against the election of his enemy for a new governor's term. The fund ordered commercials on this subject, collected signatures for the resignation of Ayatskov, arranged hunger strikes under the windows of the regional Duma and even picked the club where the governor celebrated his birthday.

“At that time, in the best traditions of the Sicilian mafia, Maltsev was sent and cut off the human ears (it is clear that not from a living person), which I myself witnessed, and a cut heart,” recalls Kolobodov. The ears, according to Maltsev, were invested in a postcard with the inscription "You will also see your own."

“I threw out my heart - I don’t have to know whose animal or man it is,” says the opposition. “But it was impossible to throw my ears, because I could not say that they were from a dead donkey,” I had to call the police. ”

Stories with the cut authorities on the activities of the Maltsev Foundation did not affect - according to Kolobodov, "he was then on adrenaline, and he could not be intimidated." Local activism, coupled with the lobbying potential of Volodin, led to the fact that Ayatskov turned out to be the first chosen head, who was replaced by the appointment, after the abolition of direct governor's elections.

True, Maltsev Saratov’s acquaintances doubt that joint projects with Volodin somehow helped and help him. “When Volodin entered the federal level and went to Moscow, it is clear that many deputies from the Saratov region lost contacts with him. Are they (Volodin and Maltsev) friends in a generally accepted sense? Excluded. There has never been such a thing, ”Rashkin is categorical. Maltsev says that he stopped talking with Volodin after May 8, 2006, when he convinced the local elite in Saratov, including himself, not to oppose Putin.

"Artilment" ** and Parnassus

“The peak of Maltsev’s career is the secretary of the Saratov Regional Duma, the second person after the speaker, a position invented specifically for it. But in 2007, something happened-and Maltsev did not get into the Duma, ”says Kolobodov. -By this time, political life had already emasculated, turned into a lead routine, and on the other hand, and his business projects were curled up by that time. And he began to throw him at some extremes. ”

At first, Maltsev, according to Kolobrodov, tried to engage in environmental movements, then blocked with different nationalists - he tried to advance in the elections with the "people's will" Sergei Baburin. And then the artillery bump channel arose ** on YouTube and Parnassus. “Honestly, in Saratov, they stopped taking attention to him seriously - and he transferred his activity beyond Saratov, understanding, apparently, that the local proportions are small for him,” says Kolobrodov.

“I received supporters throughout Russia, when I began to conduct my artillery tunneling channel ** on YouTube, it began on June 11, 2013,” says NT Maltsev.

On the channel on weekdays, the author’s program “Bad News” is published. In the announcement of YouTube, its author is called a “famous political scientist”, and the content is “the analytics of the events in Russia and beyond its line.” It was through “bad news” that Maltsev promoted the “Revolution of November 5” - according to his statements, on this day of 2017, the people in Russia should have entered the streets and overthrow Putin's regime. The Maltsev channel gained wide fame in 2016, during the primaries of the Parnassus party before the Duma elections, and the air with Alexei Navalny added popularity to him. And although the primaries of Parnasa were recognized as failed due to the leakage of personal data of voters, Maltsev was included in the second number in the federal list of the party. The first number was the party chairman Mikhail Kasyanov. “Maltsev’s involvement in the list is completely his (Kasyanov) decision,” recalls the former party deputy chairman Ilya Yashin.

In July last year, Yashin himself refused to go to the Duma elections on the party list of Parnasa, writing after Maltsev’s speech at the meeting of the party’s political council on his Facebook page: “For about an hour we listened to some crazy stream of consciousness about the“ Jewish mafia in medicine ”,“ The conspiracy of the Masons ”,“ Political Political ”. I doubt: patients of psychiatric clinics who believe in “Masonic conspiracies” traditionally vote for Zhirinovsky, whom Maltsev clearly tries to imitate. But why should they vote for the caricature of Zhirinovsky, if the LDPR leader himself participates in the elections? In the Duma elections in September 2016, Parnas scored only 0.73% of the vote. Mikhail Kasyanov left the request of NT about the commentary on the topic of Maltsev’s participation in last year's election campaign.

"Revolution of November 5"

“It is absolutely not dangerous for society. A weak organizer itself. He has a language suspended, there is experience in a political struggle. But to say that he lights up and leads the masses that would be dangerous for the current government? No, ”deputy Rashkin laments about Maltsev. In his opinion, the current persecution of the opposition and his supporters are artificially designed by “some kind of group-or people in uniform specially fired it to make a dangerous figure and then write off some special operations, successes to combat such supposedly radicals.”

In April, Maltsev was detained in Saratov for disobedience to the police at a rally on March 26 in Moscow and brought under administrative arrest for 15 days. The detention was spectacular: the police opened the door to the apartment of a politician with a grinder, frightening his little daughter. Maltsev himself had a heart attack. Rashkin is sure: “If the authorities did not help him in this promotion - or maybe they themselves are promoting him - there would be no need to take him from the house, cutting a hole in the door. He is quite law -abiding, he would have come where it was necessary on the agenda and would calmly give evidence. I think it is simply necessary for the reports of the security forces to demonstrate that they are not in vain receive money (from the budget). ”

“Maltsev has a sectarian type of consciousness. The revelation under which he gathered supporters was the “Revolution of November 5,” says the writer Kolobodov. -Perhaps everything came together in this story-its sectarianism, adventurism, and personal charisma, and circumstances that differ from the end of the 1990s and assuming the external curators of the special services in politics ... В том, что сам он в эмиграции, а сторонники его за решеткой, Мальцев противоречия не видит: «Я-то уехал не из-за акции протеста, а из-за того, что стали фабриковать уголовное дело против меня. Оппозиционный политик Геннадий Гудков замечает, что у Мальцева есть определенные политические взгляды: «Он считает, например, что с этой властью не о чем договариваться, ее нужно свергать. Но это не делает его радикалом и революционером». С версией о том, что Мальцев — провокатор, действующий заодно со спецслужбами, Гудков — полковник ФСБ в отставке — тоже не согласен: «Конечно же, он жертва спецслужб и заложник испуга властей. Они ведь боятся либо тех, у кого есть деньги — как у Ходорковского, — либо тех, кто способен на действия, как Навальный или Удальцов. Мальцев оказался во второй категории».

Гудков говорит, что пил чай с Мальцевым незадолго до его вынужденного отъезда — и тогда у того не было никаких намерений уезжать за границу: «Угроза его ареста была абсолютно реальной. Насколько я знаю, сам он сейчас не в восторге от того, что находится за пределами России».
