The confrontation between the inhabitants of the village of Pervomaiskskoye in the Altai Territory with the local authorities due to the landfill continued the agreed mass rally on November 18. More than 500 people came to the action - almost 10% of the villagers. Participants signed an appeal to the Prosecutor General.

The story began on November 4, when, contrary to the ban on the Biyan authorities, the May Days held the so -called "rural veche", where they spoke out against the construction of a garbage sorting line and turning the surroundings into a landfill with waste of a neighboring two hundred thousand Biysk. Then an initiative group was created, which within two weeks was engaged in legal and organizational issues.

During this time, all documentation for this landfill was raised. It was found that in just seven days, Kommunitz LLC, belonging to businessmen close to the ex-head of the Biysk district, Yevgeny Yakuba, received permission to rent a plot of land, where the Pervomaiskaya landfill is located.

“In these documents there are no clearly spelled out requirements for disposed waste, roughly speaking, anything can be brought to the landfill,” Ivan Dubovov’s initiative group explained. - Yes, and with the land itself, in agreement with the local administration, you can do anything. Including it is a sublease. The contract does not spell out the duties of the tenant for cleaning, reclamation, protection and regular sanitary examinations. The audience at the rally did not listen to the speech of the head of the village council Andrei Tkachev, but immediately moved to questions.

“Already a year old, as we were promised to build a certain sorting line. Since the announcement of the project with a total value of 120 million rubles at the site of the alleged construction, no action has been performed to begin or preparation of construction. We do not need a garbage dump, we want to be buried in the ground in the cemetery, and not in waste in a landfill! ”

Emotions reached their critical point of boiling: people went out to the microphone one after another, offering to even completely close the landfill. Seeing this, the organizer of the rally and the leader of the initiative group Maxim Kulakov called on the audience to calm down and told who needs this landfill and the whole situation around it as a whole.

“All the data and numbers that I will voice are taken by our initiative group from open sources, official documents and extracts from the Unified State Register of Real Estate. In December 2016, two land lease agreements were registered for a period of 20 years between the administration of the Pervomaisky Village Council and LLC Kommunist (Director - Bezmenov) the second agreement - the special service “Central”. It is this Bezmenov that is the founder of a number of organizations in the field of housing and communal services, which are also engaged in the removal of solid waste and ZhBO (solid household and liquid household vacations) of several villages and villages of the Biysky district. This is what is now brought to our landfill, ”Kulakov said. “But it's half a bastard.” The fact is that the Kommunist LLC has developed project documentation on the construction of a training ground for the placement and disposal of solid waste of the so -called “Biysk zone”. And this means that from areas such as zonal, virgin, Yeltsovsky, Solton, Krasnogorsk, Altai, Soviet, Solonashensky, Smolensky, Petropavlovsky, Fast -Chistan and cities of Biysk and Belokurikhi, garbage will be carried to us. In particular, now we will accept the resolution of our rally in which we will demand the implementation of the designated points. ”

In the resolution, the rally participants expressed distrust of the former head of the Biysk region, Evgeny Yakuba, acting The head of the Kochkina district, the head of the administration of the Pervomaisky village council of Tkachev, the Council of People's Deputies, "allowed the opening of the city landfill in the village of Pervomaiskoye." Local residents demanded to ban the import and disposal of solid household waste, “at the expense of the owners of the landfill to carry out reclamation” and cleaning the territory from garbage until December 18, and also turned to the prosecutor's office of the Biysk region and the Altai Territory, to the government of the region and the chief federal inspector, to the administration of the President of the Russian Federation with a request for assistance.

The day before, the initiative group was at the reception of the prosecutor of the Altai Territory Yakov Khoroshev, who conducted a personal reception in Biysk. The State Council of Justice of the 2nd grade carefully listened to the inhabitants of Pervomaisky.

“Yes, this, alas, is. But if the guys only receive calls with a grave silence, then calling people are not silent in relation to me, ”Kulakov explained. - In particular, one respected person called my parents in the village and carefully, so as not to cross the permitted, began to ask questions regarding me. “Why did I decide to do this?” “Who is behind me?” “Who am I talking to?” “Why do I need this?” I was ready for this, but still unpleasant, especially, what they began to interfere here.
