
Metropolitan Sudakov has every right to have a summer house - like other Russian citizens. But other citizens do not give the land to the land: it must be bought at auction.

The Land Code (Article 39.5) allows you to freely provide a land plot of a religious organization, which owns the structures of religious or charity on it. Based on this norm, by order of the Property Relations Committee of St. Petersburg dated 07.21.2017 No. 1312-RZ, a plot in Komarovo and gave the diocese.
The gift seemed to me not only too expensive, but also illegal: the cottage does not apply to religious property. Maybe there is something else there? Smolny answered-no, nothing more: in the letter of the vice-governor Mikhail Mokratsov, which I received in response to my deputy request, it states that the only real estate object is located on the land plot-a residential building belonging to the “indicated religious organization” (diocese). And that the building is "used for religious purposes."

However, the federal law clearly says that such real estate of religious purposes is. These are premises, buildings, structures and structures built for worship, other religious rites and ceremonies, for religious education and monastic activities, as well as for “religious veneration (pilgrimage), including buildings for temporary residence of pilgrims”.
Residential buildings (like cottages) are absent in this list.
I wrote to the prosecutor’s office of the city, demanding to challenge the order of Smolny on the delivery of the Russian Orthodox Church of this site and cancel it. And he was refused: they informed me that according to the results of the survey of the site, it was found that the house was “used to accommodate the clergy and pilgrims” and that the diocese “presented documents and explanations indicating the belonging of a residential building to religious property”.


Well, firstly, in Komarovo-a prestigious and expensive summer place-there is absolutely nowhere to get pilgrims from. There are no places for “religious veneration” (this is how the pilgrimage is determined in the law).
The only, from my point of view, is a place for veneration nearby is the grave of Anna Akhmatova, to which about seven kilometers from the indicated place. But this veneration is by no means religious. As for pilgrimage in the classical sense, it involves the commissioning of efforts to visit holy places and does not imply relax in the dachas. And in general: someone believes that the pilgrims stop at the dacha of the metropolitan? This is first.
Secondly, if you introduce the cadastral number of the land plot donated to the diocese to the regional geoinformation system (RGIS), it gives the form of the permitted use of the site: “for placement of summer cottages”. Not hotels or hostels for pilgrims.

Thirdly, if you enter the cadastral number of the “real estate object”, indicated in the response of the prosecutor’s office, “jumps out” of the entry about the residential building with an area of 147.7 square meters into the unified state register of real estate. m, commissioned in 1959.

On November 23, 2005, the then Metropolitan of St. Petersburg and Ladoga Vladimir made a report at the diocesan meeting of the clergy and representatives of the parish councils of the St. Petersburg diocese. Where, in particular, he announced the “diocesan cottage in the village of Komarovo”, where “a two -story house with a total area of 212 square meters was thoroughly repaired. m and a house for maintenance personnel with a total area of 144 square meters was built. m ". And no religious purpose. And no pilgrims. This was found out by the New Gazeta in St. Petersburg.
Meanwhile, in the response of the vice-governor of Mokratsov, and in the response of the prosecutor's office of St. Petersburg only one “real estate object” appears on this site. Where did the second go, which was twelve years ago?
I went to Komarovo - and it turned out that he did not go anywhere. There is not one, but two houses on the site. Why those who conducted the examination did not notice the second house - a riddle. But he is, and the photos confirm this. This house is quite large, and completely unlike the place where pilgrims can stop. No pilgrims around were noticed.


Attempts to give out a cottage for the place of residence of the pilgrims are indecent - but this is not only the case. And the fact that the churchmen (not tired of calling for asceticism and denouncing acquiring) from the governor's shoulder were presented with about 30 million rubles, while violating the law.
