Many of those detained at the rallies on March 26 and June 12, who were convicted of allegedly committing administrative offenses, tell OVD-Info that a local police officer subsequently contacts them and says that they are subject to some kind of “profit.” This sounds extremely unpleasant, and besides, police officers often use the terms “extremism”, “negative consequences”, “travel restrictions”.
Let's explain. The law that contains the definition of professional accounting - “Federal Law of June 23, 2016 N 182-FZ “On the fundamentals of the crime prevention system in the Russian Federation” - was adopted in June 2016. The wording in this law is quite vague. It follows from it that authorized employees monitor offenses, provide “educational influence,” and eliminate factors that “negatively influence behavior.” The term “preventive accounting” is explained in Article 21. According to this norm, preventive accounting is one of the forms of crime prevention. This is the collection, registration and storage of information about a person who has committed an offense. When maintaining preventive records, the confidentiality of personal data is ensured, but information can be transferred to other departments upon request.

For now, if the local police officer informed you about the occupational safety record, we recommend that you send a request to the police department from which the district police officer came to provide information about the basis and legal consequences in order to facilitate the process of appealing the occupational report.
