On October 26, the justice of the judicial section of the 370 Tver district of Moscow fined Dzhabrailov for 4 thousand rubles for drug use. The ex-Senator was found guilty of an administrative offense provided for in paragraph 1 of Article 6.9 of the Code of Administrative Offenses (consumption of narcotic drugs or psychotropic substances without a doctor).

Dzhabrailov is 59 years old. He is the former owner of the Radisson-Slavic hotel. In 1996, the American businessman Paul Teitum, who headed the joint venture "Intourist -Cender - hotel and business center", said that Jabrailov threatened to kill him in order to withdraw from the list of founders of the company. Later in the same year, the unknown shot Teitum in an underground crossing near the Kyiv station of Moscow. Dzhabrailov’s involvement was not proved in the crime, but the United States banned him to enter the country.
