State Duma will oblige operators to block the numbers of telephone terrorists

By the second reading of amendments to the Law "On the Communications" made earlier to the State Duma, add -ons aimed at combating telephone terrorism and allowing the numbers of authors of false messages about mining.

According to RBC , the authors of these additions to the amendments were the speaker of the lower house Vyacheslav Volodin, the head of the State Duma Committee on Security and Combating Corruption Vasily Piskarev and the Committee on Information Policy, Information Technologies and Communications Leonid Levin. The Committee headed by Levin plans to consider the amendments on November 23 and after that the bill will be proposed to the deputies for adoption in the second reading.

As Piskarev explained, the amendment regarding telephone terrorism obliges the telecommunication operators to block the number of law enforcement agencies, from which they call "with knowingly false messages about the preparatory terrorist attacks." The second of the proposed amendments obliges the operators to determine the genuine number of the subscriber from which such calls are made. According to the deputy, this will help stop the "monstrous wave of false calls, because of which Russians have been suffering for several months."

"I emphasize that the proposed changes do not expand the powers of law enforcement agencies. They have the right to apply to mobile operators, but the operators did not have the obligation to block such calls," Piskarev said.

According to the source of RBC in the State Duma, in parallel with the adoption of amendments to the Law "On Communications", deputies complete the work on amendments to the Criminal Code, which will tighten the punishment for false messages about the preparatory terrorist attacks. Thus, according to the head of the Duma Committee on State Construction and Legislation, Pavel Krasheninnikov, punishment for such crimes can increase up to 10 years, while the current version of the Criminal Code provides for a fine of up to 200 thousand rubles, correction or imprisonment for up to three years, and upon the occurrence of serious consequences - up to five years.

Recall that a wave of messages about false explosive devices began in September. In most cases, criminals report allegedly laid bombs in administrative buildings, shopping centers, schools and stations. On the fact of false calls, the FSB opened a criminal case under Article 207 of the Criminal Code of the Russian Federation on telephone terrorism.

In early October, the head of the FSB, Alexander Bortnikov, said that four Russians who are abroad made calls about false mining throughout the country. According to Bortnikov, his subordinates are searching for those who organized calls, and their accomplices who are in Russia.
