The traffic police wants to include car tuning in the list of public services

The Russian traffic police prepared a draft Decree of the Government of the Russian Federation, within the framework of which it is planned to optimize the procedure for monitoring cars with a changed design , and the administrative regulations for including this procedure in the list of public services, the Kommersant newspaper reports. Innovations can affect hundreds of thousands of car owners in Russia, including private motorists, municipal carriers and taxiing owners, the newspaper writes.

Correction of the regulatory framework was undertaken by the traffic police after a wave of inspections of car owners, who made changes to the design of vehicles, swept through Russia in 2016. It all started with the fact that now the former head of the traffic police Viktor Nilov ordered to monitor the roads from buses with sleeping places, trucks with home-made trailers, artisanal limousines, etc. However, auto inspectors interpreted the order of the authorities in their own way: to fine and deprive the drivers of SUVs with an enhanced suspension, large wheels actively used due to bad roads, as well as gas equipment.

The situation caused mass indignation of car owners. After a series of protests in the State Duma, they turned to Prime Minister Dmitry Medvedev for help, and the traffic police, recognizing in October last year “excesses in the field” promised
Prepare new standards and register clear rules in the relevant documents.

The new resolution is designed to remove unsafe transport from the roads, while simplifying the lives of drivers who want to legalize the installation of gas equipment (HBO), non -standard wheels, bumper, etc. The current procedure, including several visits to the traffic police, visiting testing laboratories, can take several tens of thousands of rubles for several months. Now it is planned that the car owner will need to visit the traffic police only once, presenting two documents: a certificate for the component, such as a gas-cylinder equipment, and a declaration of installation in a car service, the newspaper reports.

After that, the inspector of the technical supervision will check whether the permitted mass of the car or its base has increased (for example, when trying to make a limousine), and whether an emergency engine or body was installed. As planned, according to the results of all procedures, the car owner will receive "a certificate of conformity of the vehicle with safety requirements made to his design." Based on this document, changes to the TCP with a record of a change in the structure and a new STS will be made to be made.

In case of detection of violations, the vehicle will be sent to the laboratory for the examination, following which a package of documents for the traffic police is issued. The traffic inspectorate is preparing an administrative regulation, which is adopted by order of the Ministry of Internal Affairs, to include the described procedure in the list of public services.

At the same time, traffic police inspectors will still be carried out by the traffic police, inconsistent making changes to the design of the machine will turn into a fine of 500 rubles under Art. 12.5 h. 1 Administrative Code of the Russian Federation, and the inspector has the right to submit the requirement to "eliminate the violation" to the protocol. The repeated violation is already qualified as “non -compliance with the requirements of the police officer” (Article 19.3 of the Administrative Code of the Russian Federation), for which the court may be sentenced to administrative arrest. After that, by decision of the head of the traffic police of the region, the registration of the vehicle with the direction of notification by mail to the car owner may be stopped, the article notes.
