The change of power in the "LPR" was a surprise for Moscow and Kyiv

Starting in the morning of Tuesday, Lugansk resembled the Crimea of ​​the “Russian spring” period. On the streets are people in uniform and military equipment, which, however, did not interfere with the course of everyday life. They were interested in exclusively administrative buildings, first of all, the former regional state administration, where until Thursday were the head of the self -proclaimed “Lugansk People’s Republic” Igor Plotnitsky and loyal officials, as well as the LPR GTRK, whose broadcasting was discontinued on Tuesday.

Two things became clear enough. Firstly, among the “people in uniform” were both the employees of the LPR Ministry of Internal Affairs and the security forces from the self-proclaimed “Donetsk People’s Republic”, including the special forces of the Ministry of State Security (MGB) Vityaz. On Tuesday evening, a column of military equipment in several dozen trucks arrived in Lugansk from Donetsk. Secondly, the formal cause of the incident was an anti-terrorist operation, headed by the Minister of Internal Affairs of the LPR Igor Kornet, who refused to recognize his own resignation.

This is far from the first conflict between the Plotnitsky and Lugansk security forces, and I must say that Igor Kornet was every time on the side of the opponents of the head of the self -proclaimed republic. So, in October 2015, the Minister of Fuel Lamin was arrested, after which Plotnitsky unsuccessfully tried to remove the head of the MGB Leonid Pasechnik from the post.

In August 2016, an attempt occurred on Plotnitsky himself - he survived after undermining the car. After that, he announced an attempt by a coup with the participation of the security forces of a self -proclaimed republic. Prime Minister Gennady Tsypkalov was arrested, and subsequently found hanged in the cell. His death was qualified as suicide.

The public part of the Igor Cornet detachment campaign began in October 2017, when he was accused right at a meeting of the People’s Council of illegally occupied a private house in Lugansk, despite the fact that its owner has repeatedly complained. In early November, the cornet was publicly evicted from this mansion - and also under the cells. All these actions of the prosecutor's office were actively broadcast by the LPR State Tax Service.

Finally, on Monday, November 20, the cornet was officially suspended from the post of Minister of Internal Affairs by decision of the Council of Ministers and the Court. The criminal case against him was reported.

Therefore, it is quite logical that Igor Kornet called the head of the GRK “LPR, Anastasia Shurkaev, as well as the head of the administration of the head of the“ LPR ”, Irina Teitzman and the head of the protection of the head of the republic, Evgeny Seliverstova, who actually headed the armed revolution, among his main opponents. They, as often happens in the self -proclaimed republics of Donbass, were declared an agent of Ukrainian special services. At the same time, the name of Plotnitsky himself in a negative way, which is characteristic, was not called openly.

On Wednesday, Igor Kornet and the security forces of Lugansk and Donetsk were detained by more than 50 people, including the General of the “LPR” prosecutor Vitaly Podubregoy and military prosecutor “LPR” Sergei Rakhno and their deputies. People were taken away, and after the employees of the LPR Ministry of Internal Affairs interviewed the LPR prosecutor's office, most of the detainees were released. Another part of the prosecutors began to testify for their leadership. The detention of Teitzman and Shurkaeva was also reported, but this information was not confirmed.

MGB "DPR" confirmed that together with the Ministry of Internal Affairs of the LPR, it held a successful special operation to identify Ukrainian saboteurs on the territory of the "Lugansk Republic". Moreover, which is characteristic, saboteurs, according to the Donetsk special services, were mainly engaged in the discrediting of high -ranking employees of the LPR power unit - read Cornet.

On Thursday, at noon, a car motorcade, which contains the head of the self -proclaimed “Lugansk People’s Republic”, the head of his administration, Irina Teitzman, the head of the LPR State Tax Service Anastasia Shurkaeva and a number of other persons left Lugansk. At the same time, government buildings were still cordoned off by armed people, presumably employees of the LPR Ministry of Internal Affairs and the Ministry of State Security of the neighboring Donetsk People’s Republic. But the assault, which on Thursday morning seemed inevitable, did not happen.

If Igor Plotnitsky safely reaches Moscow, he will surely try to get political support.

Moreover, the Unified Decision of Decisions on the Self -Oserposed Republics of Donbass, apparently, is not in the Russian Federation. They are informally supervised by the assistant to the President of the Russian Federation Vladislav Surkov. But there is also a representative of the Russian Federation in the tripartite contact group for the implementation of the Minsk agreements Boris Gryzlov. By the way, an attempt to remove Plotnitsky from the authorities occurred a few days after he, along with the head of the “DPR”, Alexander Zakharchenko, for the first time officially talked on the phone with Russian President Vladimir Putin. It was about the need to activate the exchange of prisoners with Ukraine according to the “All for All” formula.

The signature of Plotnitsky stands under the Minsk agreements, and since the “LPR” was not recognized as a participant in the Norman format, including Russia, it turns out that it is Igor Plotnitsky - the guarantor of their fulfillment of Lugansk. How to bypass this incident in case of removing it from power is unclear. How completely not clear and the fate of the exchange of prisoners, which was actively prepared by the parties. Obviously, this topic was also raised during the telephone conversation of the presidents of the Russian Federation and the USA, where the situation in Ukraine, Syria and North Korea was discussed.

In a word, even if certain groups of influence in the Kremlin had a plan for the actual unification of the “DPR” and “LPR” under the auspices of Donetsk, the moment for its implementation was chosen, to put it mildly, not the most successful.

Of course, this is the result of a long and to the limit of an aggravated conflict between Plotnitsky and the cornet, but it is obvious that until Moscow has not wanted or could find an effective solution for him.

Technically there can be three scenarios.

1. The return of Plotnitsky and the restoration of control over the power unit "LPR".

2. Replacing Plotnitsky with a representative of the Lugansk "establishment" while maintaining the existing structure of power in the self -proclaimed republic.

3. The unification of the “DPR” and “LPR” and the creation of some “New Russia” in their place, for which Alexander Zakharchenko has long been playing.

The main intermediate result, however, is that none of these scenarios will contribute to the implementation of the Minsk agreements, and the third option actually puts a cross on them.

On November 22, due to the aggravation of the situation in Lugansk, Petro Poroshenko urgently convened a meeting of the National Security and Defense Council of the National Security and Defense Council-a meeting with the leaders of the law enforcement agencies, where, in particular, the issue of "illegal crossing the Ukrainian border in the Krasnodar district of the Luhansk region, as well as the urgent cases of provocations by the militants,". Decisions made at a meeting of the military office are not subject to public publicity. In addition to the expected statement by Poroshenko: “The Armed Forces of Ukraine are ready for any development of events to ensure the security of the civilian population” - there was no information from the authorities yet.
