
The former head of the Russian Ministry of Finance, the head of the Center for Strategic Development, Alexei Kudrin, warned about the existing risk of Russia's loss of the status of a technological power, Interfax reports
“The main challenge is whether we are able to remain a technological power in the framework of the fourth industrial revolution. There is a risk of losing the status of a technological power. We need to focus on technological entrepreneurship, our goal is not to lag in technological development, ”Kudrin said at a joint meeting of the Presidium of the Union of Industrialists and Entrepreneurs of St. Petersburg.
From 2010 to 2015, Kudrin emphasized, the proportion of the technological innovation of Russian organizations has not changed much (7.9% and 8.3%, respectively). For comparison: in Germany, this figure is 55%.
According to the ex-minister, the country needs key structural reforms-in particular, just the technological revolution, which involves the “digitalization” of the economy and update the export structure. An increase in the growth rate of GDP of the Russian Federation - up to 4% - by 2024 without doubling the volume of non -resource exports, it is impossible, Kudrin emphasized.
He considers it possible to seize a share of 0.5% by 2024 on the world market of high -tech goods and double it by 2030. For “export boom”, Kudrin proposes to simplify currency control, administrative and customs procedures.
According to him, it is necessary to create conditions for "export boom": simplification of foreign exchange control, simplification of administrative and customs procedures.
Among other necessary, in his opinion, the transformations, he called the reform of government, during which it would be possible to reduce the number of civil servants by a third due to the “digitalization” of processes and the transfer of a number of professions - about 13%, including massive ones - to an automated level.
“We entered the lane of decreased the working -age population. Over 10 years, it will decrease by 7-8%. Labor resources will fall. By 2030, the able -bodied population to 40 years will decrease by 10 million people. 435.5 thousand people in 2016 amounted to mortality at working age, ”the ex-head of the Russian Ministry of Finance warned.
He also announced the need to carry out pension and judicial reforms, introduce a new city and regional policy, strengthen the state’s defense capacity and ensure steadily low inflation.
