In the Moscow National Medical Research Center for Blokhin oncology from patients, money was extorted for services that are provided by law for free. The results of the audit of the Prosecutor General’s Office, held back in April, reports RBC with reference to the submission of the department to the Ministry of Health signed by Deputy Prosecutor General Alexander Buksman.

According to the supervisory authority, since 2015, 2171 patients of the cancer center were forced to pay for high -tech medical care, which, according to the law on the basics of health care, is funded from the budget. The total amount of payments illegally collected from patients amounted to 3.85 million rubles.

At the same time, another 108 patients were paid for the services that the usual mandatory medical insurance program covers. In general, 5.38 million rubles were paid for these services.

"The revealed facts entailed violations of citizens' rights to receive free medical care and indicate inappropriate control of the ministry for the activities of subordinate institutions," the prosecutor's submission emphasizes. Buppman demanded from the head of the Ministry of Health Veronika Skvortsova to bring to the guilty employees of the cancer center and compensate the patients with "unreasonably incurred expenses." The Prosecutor General’s Office ordered the Ministry of Health to eliminate violations within a month after receiving the presentation, that is, until May.

The press service of the cancer center was called "ambiguous" results of the institution’s audit. "The need for additional payment of medical treatment arises due to the fact that the existing compulsory medical insurance tariff does not cover those examinations and those therapeutic measures that should be carried out in the interests of the patient. That is why the patients recommended the implementation of certain examinations or medical manipulations on a paid basis," the cancer center said. They did not specify whether the violations identified by the Prosecutor General were corrected.

The Blokhin Center is the "Absolute Leader" on the complaints of patients about requisitions, the press service of the compulsory medical insurance fund said . "The opinion of the RONC about the insufficiency of tariffs, justifying the additional collection of funds from citizens, is insolvent and contradicts the legislation of the Russian Federation," the fund noted.
