At the same time, he is confident that an increase in GDP growth rate to 4% per year is impossible without doubling non -resource exports.
Considering that Alexei Kudrin is at least one of the authors of the Presidential Program, which can become the basis for economic policy for the next six years, and, as a maximum , a candidate for the post of head of government, or even the state (Vladimir Putin has not officially announced his nomination), it is customary to listen to his words. The presentation shown by Kudrin, in the framework of the joint meeting of the Presidium of the Union of Industrialists and Entrepreneurs of St. Petersburg on Thursday, states that the proportion of organizations that carry out technological innovations in Russia in 2015 amounted to 8.3%, almost not changed compared to 2010 - 7.9%. At the same time, in Germany, this share was 55%.

Kudrin also called the main structural reforms that need to be implemented is the technological revolution, including digitalization of the economy, a new export structure, investment in human development, pension reform, government reform, new regional and city policy, strengthening defense capabilities, judicial reform, and the achievement of steady low inflation .

“Over the past six years (2012 - 2017), the average annual GDP growth rate has been 0.7%, over 10 years (2008 - 2017) - 1% (...) GDP growth rate of 3.5 - 4% rehabilitated only in case of double export by 2024,” Kudrin is sure.
According to Kudrin, the state should contribute to the creation of conditions for the “export boom”: it is necessary to simplify the currency control, administrative and customs procedures. It is necessary to strive to ensure that the share of Russia in the global market of high -tech goods in 2024 reaches 0.5%, by 2030 - 1%, Kudrin believes.
