Technological power of Kudrin

Former Minister of Finance, and now the head of the Center for Strategic Development, Alexei Kudrin, said that Russia may lose the status of a technological power. At the same time, he is confident that an increase in GDP growth rate to 4% per year is impossible without doubling non -resource exports.

Considering that Alexei Kudrin is at least one of the authors of the Presidential Program, which can become the basis for economic policy for the next six years, and, as a maximum , a candidate for the post of head of government, or even the state (Vladimir Putin has not officially announced his nomination), it is customary to listen to his words. If only because about the same ideas, he , apparently , informs the president.

The presentation shown by Kudrin, in the framework of the joint meeting of the Presidium of the Union of Industrialists and Entrepreneurs of St. Petersburg on Thursday, states that the proportion of organizations that carry out technological innovations in Russia in 2015 amounted to 8.3%, almost not changed compared to 2010 - 7.9%. At the same time, in Germany, this share was 55%.

“The main challenge is whether we are able to remain a technological power in the framework of the fourth industrial revolution . There is a risk of losing the status of a technological power. We need to focus on technological entrepreneurship, our goal is not to lag behind technological development, ”the former minister said, as Interfax reports .

Kudrin also called the main structural reforms that need to be implemented is the technological revolution, including digitalization of the economy, a new export structure, investment in human development, pension reform, government reform, new regional and city policy, strengthening defense capabilities, judicial reform, and the achievement of steady low inflation .

The head of the CSR believes that, taking into account the digitalization of processes, it is possible to reduce the number of officials by about 30%. “After 10 years, 13% of professions, some of which are massive, will switch to an automated level,” Kudrin said.

“We entered the strip of reducing the share of the able -bodied population. Over 10 years, it will decrease by 7 - 8%. Labor resources will fall. By 2030, the able -bodied population to 40 years will decrease by 10 million people. 435.5 thousand people in 2016 amounted to mortality at working age, ”said Kudrin.

“Over the past six years (2012 - 2017), the average annual GDP growth rate has been 0.7%, over 10 years (2008 - 2017) - 1% (...) GDP growth rate of 3.5 - 4% rehabilitated only in case of double export by 2024,” Kudrin is sure.

According to Kudrin, the state should contribute to the creation of conditions for the “export boom”: it is necessary to simplify the currency control, administrative and customs procedures. It is necessary to strive to ensure that the share of Russia in the global market of high -tech goods in 2024 reaches 0.5%, by 2030 - 1%, Kudrin believes.
