On Friday, it became known about the resignation of the head of the self -proclaimed “Lugansk People's Republic” Igor Plotnitsky. Officially, the successor announced her-ex-head of the Ministry of State Security (MGB) Leonid Pasechnik. The formal reason is Plotnitsky’s health. He really survived injuries and shells, but on Monday he intended not to put his powers, but, on the contrary, tried to resign the Minister of the Interior Igor Cornet.
As the New Gazeta already said, the cornet did not obey the order. On the streets of Lugansk people appeared in military uniforms armed with small arms and mortars. They blocked administrative buildings, stopped broadcasting of the Lugansk GRK. In the evening, a column of military equipment entered the city on Tuesday. Several dozen trucks arrived from the neighboring Donetsk.
It soon became clear that in Lugansk there was a joint “special operation” of security forces, loyal to the cornet, and the DPR MGB, according to the results of which a cell of Ukrainian spies and saboteurs was revealed, and in the immediate environment of Plotnitsky. These are they, according to the special services of the self -proclaimed republics, distributed a “misinformation” about the activities of the Ministry of Internal Affairs and Cornet, which provoked a decision on its resignation. At the same time, no accusations against Plotnitsky himself were put forward.

On Thursday in the afternoon, he, along with a number of proxies, including with the “Ukrainian spies” Irina Thatsman (head of the administration), Anastasia Shurkaeva (head of the GRK LPR) and Evgeny Seliverstov (head of the security service of the head of the republic) drove into Russia to Russia.
According to Novaya Gazeta, Plotnitsky could return to the LPR as the head, but refusing his team. He did not agree with this option.
However, it was impossible to completely delete Plotnitsky from the political system of the “LPR” - his signature is under the Minsk agreements. Therefore, he will return just as a special representative of Lugansk for the implementation of Minsk-2.
Moreover, by the end of the year it is planned to exchange prisoners. Work in this direction was intensified in mid -November, after a telephone conversation between Russian President Vladimir Putin with the heads of the self -proclaimed republics of Donbass. Neither Ukraine nor the “LPR -DNR” announced the refusal to conduct an exchange.
On Saturday morning, “people in uniform” removed the blockade from administrative buildings (except for the building of the Ministry of Internal Affairs “LPR”) and left the streets of the city. At a meeting of the People’s Council of the “LPR”, Leonid Pasechnik, who worked in the SBU before the war and was engaged in the fight against smuggling in the Luhansk region, was presented as the acting head.
For his approval, the Constitution of the self -proclaimed republic had to change - such an incident was not provided there as the head of the head of resignation for health reasons. The People’s Council voted unanimously.
It was expected that Leonid Pasechnik will announce personnel appointments, but this issue was postponed until Monday. Therefore, it is still difficult to say, for example, who heads the LPR Ministry of Internal Affairs. Formally, Plotnitsky’s decree on the appointment of Vladimir Cherkov was not canceled, but Cherkov himself was detained in the same way as the prosecutor of the similar and military prosecutor Rakhno.
The fate of personal security remains unknown, whose employees (war veterans of 2014-2015, the Saperian company of the LNR People’s Police) returned to Lugansk, but did not get in touch.
