Little Sakhalin Port City Nevelsk. District Center.
1982
There are almost 24 thousand people in the area. Six secondary schools. Only one of them is 1,500 students. 14 kindergartens in Nevelsk itself, plus a few more in the town of Gornozavodsk and the surrounding villages.
In the education department at the local administration, in addition to the head, two inspectors, a methodologist and three accountants.
2017
In the region of 10 thousand of the population, according to Wikipedia (actually much less). Four schools. In the newest and most spacious 579 students. Seven kindergartens in the entire area, and one group at a rural school.
There are 38 employees in the staff of the education department of the Nevelsk City Hall.
The responsibilities of one of them:
Analyzes the results of the functioning of the education system and forecasting the development trends of the education system of the Nevelsky city district. Makes proposals to improve the functioning of the existing educational system. It measures the effectiveness of the activities of institutions of additional education in accordance with the Law of the Russian Federation "On Education in the Russian Federation". Develops and implements the program for the development of education. Controls on the organization of educational and extracurricular work in educational institutions. It exercises control over the compliance of the constituent documents of educational institutions with the current legislation of the Russian Federation.
I'm trying to imagine her day. Here she is sitting from 9 to 18 and analyzes. And on the second day it predicts. To the third makes proposals for improvement. And then again - analysis, forecast, sentence. With interruptions in the development and implementation of the education development program.
In that very modern and spacious Nevel school, there are not enough teachers of chemistry, physics, mathematics, and biology. The most logical thing that can be done is to disperse the department of education, which is entirely consisting of graduates of the pedagogical institute, and send them to fulfill their direct duties - to teach children. But they remain with the municipal service, bureaucratic salaries, analyze and predict.
And so - everywhere. Behind the peacock feathers of job descriptions, total incompetence and inefficiency are hidden.
We have no work, there is only its simulation and imitation. There is an informational noise, pieces of paper fly, but nothing is behind. Zero
Somehow, on New Year's Eve, an entrepreneur addressed me, who decided to spend thousands of 150 rubles on charity in honor of the holiday. He promised to pay someone in need of equipment to purchase equipment or a trip to a rehabilitation center. He asked to find people who have not yet fallen in the field of view of journalists and philanthropists. I called Nevelsk Social Protection. While I was connected with a woman who was responsible for working with the disabled, I thought how I would choose the one to help, they will probably be filled with surnames right now ...
The official was very surprised at the question: "How do I know who needs what?" A woman who receives a salary for being involved in the problems of disabled people could not remember a single ward. I sent me to the clinic. Like, ask where there is a wheelchair chair there.
The Nevel residents did not receive the money of the philanthropist.
We have no work, there is only its simulation and imitation. There is an informational noise, pieces of paper fly, but nothing is behind. Zero.
A couple of years ago, MKU "Agency for the Development of the city of Yuzhno-Sakhalinsk" appeared. And who was taken to develop the regional center? Maybe an architect without whom the city at that time lived for more than 10 years, maybe builders? Or economists? No, of course. PR.
A certain St. Petersburg political strategist had previously helped to win the election to the current mayor and received a warm place. Both for yourself and wife. The PRA family promised to turn Yuzhno-Sakhalinsk into Singapore. We held a round table to turn.
When the time came to dismiss them, correspondence began, because they turned mainly remotely - from their homeland. Even in the accounting department there was no need to go, the salary goes to the card.
There is an agency for the development of Yuzhno-Sakhalinsk today. There are projects of projects and so on. And of course, the head of the same PR managers and employees of the press service. The work is in full swing - they made new official photographs of the mayor.
It is important not to be, it is important to seem.
The recently published study by Boston Consulting Group states that more than 80% of the able -bodied population of Russia has no skills and competencies for working in modern markets. The explanation is given to this - the education system is not able to release specialists: "Education is replaced by diplomacy, and obtaining a" crust "of the university is devalued to an empty social ritual." In the system of global unprofessionalism, the majority choose a place with a minimum of responsibility and a maximum of guarantees. Therefore, the number of officials over 20 years has doubled-from 2.4 million people to 5.3 million in 2015.
As a result, even when the task is to become effective, even more red tape is obtained.
More than a billion rubles have allocated more than a billion rubles to create a system of multifunctional centers on Sakhalin (envy other regions). In the process, they wandered, of course, - the head of the MFC of the region in 2015 was taken directly at the workplace for fraud for 18 million rubles. Planted for five years. Several of his subordinates are also in the colonies. This is how it is started.
But the centers opened. And soon the collapse came - in 2016, the queues were such that visitors who came to lunch were wrapped back, because "they would not have time to serve, only three hours until the closure." And this is in the place that was created to facilitate walking in official offices.
We have poor pensioners and a rich pension fund. They say that the Russian PF ranks first in the number of employees. Allegedly, 121,670 people work there. Twice as much as in the USA, 4.5 times more than in Japan, and 12 times more than in Sweden. Don't know. But I can believe, because in Yuzhno-Sakhalinsk the fund occupies a six-story building. I studied it well, because I went there for two months. The application for the payment of maternity capital, which we planned to spend on the construction of the house, rewrote five times. The first time, because the contract with the builders of the employee of the PF was considered "ugly". And the remaining four I don’t remember why. I wrote them under the leadership of some employees, but there were always others who married the instructions of the first.
Perhaps I would still go for maternal capital, but fortunately I met in a parking lot near the PF classmate who worked there.
The same study by Boston Consulting Group says that if the existing market structure will last another 7-10 years, the lag of Russia from developed countries will become irreversible. And it will remain. How would it change if in the education system instead of teaching, analyzing the results of functioning and predicting trends.
