The weekly confrontation between the head of the self -proclaimed Luhansk People’s Republic (LPR) Igor Plotnitsky and Minister of the Interior Igor Cornet ended with the resignation of the first. But the cornet did not become the head of the republic.

In a statement, widespread on November 25, Luhanskinform Centr, the official agency of the LPR authorities, on behalf of the beekeeper himself, he so outlined the circumstances of his appointment: he read Plotnitsky’s statement to retire for a state of health with a request to take his place. “Remember ( Plotnitsky. - NT) numerous combat wounds, the consequences of the contusion,” the beekeeper explained in the statement the departure of his predecessor as the head of the republic. And further: “In accordance with his decision, I begin to fulfill the duties of the head of the republic to the future, which should be held in November 2018 ...” After which, the beekeeper thanked Plotnitsky “for the confidence”, not bypassing his new purpose: “Igor Venediktovich made a huge contribution to the process of peaceful settlement. He is one of the signatures of the Minsk agreements, today he is appointed authorized by the Lugansk People’s Republic for the execution of the Minsk agreements. ”
After the beekeeper’s statement was published, an extraordinary meeting of the People’s Council was immediately gathered in Lugansk. The first thing was changed-it was still necessary to observe decency: Article 62 of the Basic Law of the LPR states that if the head of the republic resign due to, for example, the state of health, then the performance of his duties for the period before the new elections proceeds to the head of the People’s Council.

A small inconsistency also comes out with the new “appointment” of Plotnitsky: it seems to be now responsible for compliance with the Minsk agreements (by the LPR), while the republic in Minsk and will continue to represent the acting The head of the LPR Foreign Ministry Vladislav Dayn, who travels to the Belarusian capital for every new round of negotiations in the Minsk format.
The question arises: why Plotnitsky, despite the humiliating defeat in a weekly confrontation with the head of the Ministry of Internal Affairs, is still needed in both Lugansk and Moscow. Firstly, of course, because it is his signature that is under the first (signed on September 5, 2014) and the second (signed on February 12, 2015) by the Minsk agreements. And secondly, according to knowledgeable people in Lugansk, Igor Venediktovich, it is too early to throw out of the personnel clip, they say, he will still return to Lugansk and, possibly, even on horseback.
With the new “appointment” of Plotnitsky, a non -binding is also released: it seems that he will now be responsible for compliance with the Minsk agreements (from the LPR), while the republic in Minsk and will continue to be represented by the acting Head of the Foreign Ministry of the LPR Vladislav Dayny
And, most likely, Plotnitsky will be seen in Lugansk. People close to him said that he was going to return.

Another flaw of Plotnitsky was an excessive desire for one -manner. In Moscow, curators put a lot of effort to achieve harmony and equilibrium in the Luhansk elite, and Plotnitsky take everything: the story of how he in 2016, under the guise of preventing the coup dilapidated, removed his competitors-the ex-chairman of the People’s Council of the LPR Aleksey Karyakin and ex-head of the Council of Ministers Gennady Tsyppalov, in Moscow, in Moscow He was probably not forgiven. There is another detail indicating which part of the conflict was actually silently supported by Moscow, despite the assurances of the press secretary of the President of the Russian Federation Dmitry Peskov that, they say, everything that was happening in Lugansk is “the internal business of the LPR”. On November 22, both Plotnitsky and the cornet held press conferences in Lugansk. The first was a few journalists of the Russian federal media. There were two orders of magnitude more on the second.
Therefore, the question begs: why, nevertheless, to lead the republic is entrusted not to the cornet, but to the beekeeper?

The facts suggest that the beekeeper, heading the LPR MGB since 2014, worked almost the entire pre -war life in the Department of the SBU in the Luhansk region and acquired the greatest fame as the head of the department for the combat of the corruption of the KE department.

Later, his interview appeared, in which the hero said that he was offered a bribe, which he rejected indignantly for a successful passage of a car through the checkpoint. For this act and on the occasion of the 15th anniversary of the SBU, Pasechnik was awarded the then President of Ukraine Viktor Yushchenko with the medal “For Military Valor”.

However, the same episode of some Ukrainian online resources interpret otherwise: they say that the FSB specially set up smuggling funds so that the beekeeper could distinguish and enter into confidence in the leadership of the SBU.
One way or another, in the LPR, the beekeeper was never considered a “man of Plotnitsky”, open conflicts broke out several times between them. But he was also not and is not to him either to the Cornet Man either now. In Lugansk, no one doubts: the beekeeper is the choice of Moscow, and it is primarily connected with the fact that the head of the MGB is not scandalous and completely balanced. “The beekeeper is able to restore the balance of forces at the top of the LPR and thereby eliminate the contradictions among curators in Moscow,” one high -ranking Lugansk official shares with NT. In any case, the beekeeper himself, after joining the new position, has already stated that there would be no “witch hunt” in the LPR, the political crisis, too.
Nevertheless, the main lesson of events in Lugansk is still in another. Everyone saw that the formidable Plotnitsky could be removed from the post, moreover, without special intrigues. Previously, this seemed impossible, because it was Plotnitsky’s signature that stands under the Minsk agreements. But in Moscow they cunningly found a way out of the situation, simply appointing Plotnitsky responsible for the implementation of Minsk.
And if this turned out to be feasible with Plotnitsky, then it may well be feasible with his Donetsk colleague - Alexander Zakharchenko. And not only Plotnitsky in the LPR, but also Zakharchenko, may not be going to the elections next year in the DPR.
“It is possible that Moscow begins the process of replacing the leading core of the LPR-DNR as the first step towards the real implementation of Minsk,” one Lugansk official suggested in the conversation.
The assumption is non -reasonable. Judging by many signs, Moscow is really configured for the exchange of prisoners between the LPR-DNR and Ukraine on the principle of “all for all”. According to informed sources, this will happen on December 18. And then, the point by paragraph, the implementation of the political block of Minsk will begin: a wide autonomy for the LPR and the DPR in Ukraine, the holding of elections in these territories, and the elections that Kyiv recognizes. But so that this is possible, other people should become candidates for key elected positions.
