The Security Council of the Russian Federation instructed the Ministry of Communications and the Foreign Ministry before August 1 to discuss with the BRICS countries the creation of its own system of root servers DNS, independent of the American infrastructure - "in case of failures or targeted influences." In fact, we are talking about creating a parallel Internet in the countries of the BRICS.

• The DNS system stores all domain addresses and their IP, the work of the entire world network depends on it. The system is based on 13 root servers, most of which are in the USA.
• The system is under the jurisdiction of the American non -profit organization ICANN, which is supported by the US government. Russia has long been protesting against the leading role of the United States in the management of the global Internet infrastructure.
• In 2014, Roskomnadzor and the Ministry of Communications conducted exercises that model the disconnection of Russia from the global Internet, including from the DNS system. According to the results of the exercises, it turned out that Russian infrastructure may not cope with this problem.
• An alternative network infrastructure can be created, but it will be “equivalent to creating an alternative Internet independent of the existing one,” said RBC to RBC supporting the DNS infrastructure of Runet.

The proposals of the Security Council often look crazy, but this idea is technically fulfilled. Everything goes to the fact that for several years the state will have an instrument that allows, if necessary, to disconnect the rolls from the global network.
