The General Director of the Southern Expert Center, psychologist Viktor Kislyakov, who participated in the psychological and linguistic examination of the Alexei Ulyukaev case, reported on the “secrecy and veiling” of the head of Rosneft, Igor Sechin, when handing over the bag to the former minister.

Three compact discs with audio and video and copies of Sechin's interrogation protocols and listening to audio recordings were used to conduct the examination. Kislyakov reported that Ulyukaev's non-verbal behavior was examined using an audio recording. These materials were sufficient, he assured.

Kislyakov was surprised by the question of whether Ulyukaev's behavior when receiving the bag from Sechin was natural or unnatural: this is not often asked. He clarified that it was not determined in relation to what this "naturalness" should be determined. In general, he called Ulyukaev's behavior at the meeting with Sechin natural, but emphasized that a psychologist and linguist cannot penetrate a person's consciousness.

To analyze Sechin's conversation with Ulyukaev, the method used to identify materials of an extremist nature was used; there are no others, the expert admits. But in terms of extremism, "there is experience, there is interaction, there is a professional community that controls and certifies us." Special software for visualizing speech and objectively studying intonation was not used, Kislyakov admitted.

In his opinion, it is impossible to conclude from Ulyukaev’s behavior whether he was aware of the contents of the bag that Sechin gave him, and whether he knew about the $2 million. “But there are signs that they (Sechin and Ulyukaev. – Vedomosti) understood each other,” the expert added. When asked whether it could be said that Ulyukaev knew exactly what was in the bag, Kislyakov replied: “I can’t answer, there is not enough material. Sechin showed many signs of secrecy and veiling.”

Professor of the Department of Forensic Expertise at the Kutafin Moscow State Law University Elena Galyashina, who spoke earlier in court, said that there were significant violations in the transcript of the conversation between Sechin and Ulyukaev. Galyashina analyzed the psychological and linguistic examination of the audio recordings, which was conducted by Kislyakov and Ryzhenko from the Southern Expert Center. According to her, the linguistic examination was conducted incorrectly: audio recordings were examined that were not checked for editing, the investigative experts went beyond their competence and analyzed the conversation without taking into account the intonation of oral speech and despite interference.
