The Investigative Committee opened a case regarding the supply of live meat instead of beef to a colony near Moscow.

The Investigative Committee opened a criminal case against the 40-year-old chief engineer of colony-settlement No. 2 near Moscow for replacing beef meat with sinews, according to the website of the Moscow department of the department. The case was opened under Part 1 of Article 286 of the Criminal Code (exceeding official powers).

In December last year, the FSIN department for the Moscow region purchased 40 tons of beef worth 9 million 360 thousand rubles. In fact, the Federal State Unitary Enterprise “Proizvodstvenno-Industrial House”, controlled by the Federal Penitentiary Service of Russia and which entered into a government contract with the Moscow region administration, supplied the products, replacing most of them with frozen blocks of trimmed beef. As the Investigative Committee notes, their quality did not correspond to first category beef and were not at all suitable for human consumption.

According to investigators, the chief engineer of the colony, going beyond the scope of his powers, submitted a report to the head of the Federal Penitentiary Service in the region about giving instructions to the accounting department about payment for the supplied meat and gave verbal instructions about the unhindered acceptance of the products of the “Production and Industrial House”.

In addition, the Investigative Committee opened a criminal case against unidentified employees of the “Production and Industrial House” for fraud on an especially large scale (part 4 of Article 159 of the Criminal Code). Investigators believe that company employees misled officials of the Moscow region Federal Penitentiary Service regarding the quality of meat and entered into an agreement to change the terms of the government contract in terms of replacing 20 tons of category 1 beef with frozen blocks of veins. As a result, the colony was supplied with products of poor quality in an amount exceeding more than 8 million rubles.

“Officials from the management of the Federal State Unitary Enterprise “Proizvodstvenno-Industrial House” of the Federal Penitentiary Service of Russia stole funds obtained by deception in the amount of more than 8 million rubles and disposed of them at their own discretion,” the Investigative Committee said in a statement.
