100 old people learned about a loan of 50 thousand rubles, which an employee of the Russian Post for each of them was issued for each of them

The old people suddenly learned that loans that they did not ask and did not take on them: from 50 to 70 thousand rubles for each. The total damage is millions. The last money, according to investigators, was taken by the head of the Russian Post department in the village of Villosi (Lomonosovsky district of the Leningrad region) 43-year-old Elena Makarova. According to the victims, the woman did this not without the help of the Otkritie Bank. But in a criminal case, instituted in November, while one person involved is Makarov, and today she is released under a recognizance not to leave. Such a story with the “Russian Post” and the “discovery” in the Leningrad region is repeated at least a third time. The money lost in previous two cases has not yet been returned to pensioners.

Loan day

On October 24, Elena Makarova did not go to work. Allegedly fell ill, and then quickly quit. At that time there were checks in the post office. According to preliminary information, violations with the design of loans and a significant shortage in the store were revealed (it works in the department and sells it to everyone - from black pepper and cardamom to toilet paper).

On November 7, after the weekend and holidays, the elderly of the village of Villosi reached out by mail for pension (it is paid here according to the schedule from the 4th to the 25th number of each month).

But every second pensioner received 5-10 thousand rubles less than usual, and a new column appeared in the receipts of a pension: “repayment of a loan”.

“There were four people in front of me, loans were issued for three of them,” says 68-year-old Nadezhda Romanova. - stood the husband and wife of Simaroshkin - for two 78 thousand rubles of debt. Can you imagine their condition? Following I come. And they also declare to me: "We can pay you only four and a half thousand, and not 14,500, as it should be." And I still have a duty - about 15 thousand. That is, I will not receive a normal pension for another three months. A loan for me is issued in May 2017. And if before this retirement was detailed: the arrival, consumption and even the time of crediting money were indicated, then after Makarov she said that the form of discharge had changed. Now only the amount for payment was printed. Nothing more.

- Some in the post office were given 1800 rubles, 1300 - the balance after writing off the loan payment. One woman became ill, they called an ambulance and taken away with a heart attack, says 70-year-old Lyudmila Vlasova.

- In April, a loan was hanged on me - 50 thousand, for my husband, he is disabled, he is 71 years old, 54 thousand rubles. We did not notice anything, because all these months we paid a full pension. True, the receipts did not have a final graph. And to her husband monthly compensation for housing and communal services - about one and a half thousand rubles. Makarova did not give him this money for a year, she said: "Until they came." Loans were extinguished without our knowledge, as - I do not know. As of November 1, I have a loan balance - 20 thousand, my husband has 24 thousand.

“Everything was revealed after the dismissal of Makarova,” explains the 70-year-old Anna Brils, the borrower-record, the debt to the bank is 66 thousand rubles. - And when Makarova worked, how and what she did, investigators are not advertising us now, but, of course, she did not alone. Lena herself could not crank everything, without the knowledge of the bank. A giant loan has been taken on me, and the documents indicate that I am a man, and the phone number is not mine. Yes, it seems that we received the whole pension. But in reality not. For example, Makarova did not pay a veteran allowance for two years - 651 rubles, she extinguished my loan with it. And many did not pay compensation for housing and communal services - this is from one and a half to three thousand rubles a month. And after all, no one would have thought about her. She was always very polite, never rude.

“I, as a disabled person, in order to get compensation for firewood - 7100 rubles, I need to provide a passport, pension and wheelchair certificates, SNILS, also copies of all documents,” continues Nadezhda Romanova. - I must sign a typical statement personally. Then after 45 days they will give 7100. Such an amount - and so many papers. And then it is so simple! We went to the branch of the Otkritie bank in St. Petersburg, filed applications for the illegality of these loans.

Counting until the next life

Those of the pensioners who could immediately reached the police department in a neighboring village. There is no one in Villosi. The district police officer is visited twice a week (on Tuesdays and Thursdays) and accepts from 8 to 10 in the morning. At the request of the administration of the village on November 14, 6 police officers of the Lomonosovsky district came to Villosi. On the spot they accepted statements from 97 people and interrogated them. Worked from dawn to sunset.

The exact number of victims and total damage has not yet been established. The Villoz settlement is 14 villages with a population of about 8 thousand people. Over 600 pensioners live in Villosi itself. From the rest of the villages, not everyone has yet applied for the November pension. Many get it at home. Most likely, the police believe, the number of victims will grow.

Elena Makarova, the inhabitants of Villosi say, was born here, learned, got married, raised two children, worked in the village all her life. I began to lead the mail in 2015. Prior to this, she worked as a weigher at a local state farm, then - a seller in the store. According to investigators, pension fraud, the head of the Villoz branch of the Russian Post, began to turn it out in the spring of 2016. Since there are passport data of pensioners in the mail, Makarova - as investigators believe - filled out electronic applications on behalf of the elderly and sent to the bank. After the approval of the loan, she drawn up documents, falsifying the signatures of borrowers. From pension extracts removed information about repayment of a loan. Ieded debts at the expense of all kinds of underpayments to pensioners and new loans.

On November 15, the investigation department of the Lomonosov district opened a criminal case under Art. 159 of the Criminal Code "Fraud". On November 17, Elena Makarova wrote a confession and was released on subscription. Investigators have no answer to the question yet: did the main suspect have an accomplice? However, they did not know anything and did not know anything in the bank, neither district detectives nor officials believe.

All applications for loans were submitted only in electronic form and remotely. During the investigation, it turned out that loans were often made out with violations: by invalid passports or with errors in passport data (incorrect names, date of birth, gender). They were paid to people with disabilities and people from 75 to 90 years old, although according to banking rules 75 years - the maximum age at the time of repayment of the debt.

There is a precedent when 13 loans were issued for one pensioner, and in another case, they provided a loan to the dead man.

All - to court

Most of the deceived pensioners submitted applications to the Otkritie Bank for the termination of fake loans deduction, but they have not yet been considered by the creditor. According to internal rules, the bank takes for thought for two months. Older people are afraid that during this time the debt will continue to grow, and part of the pension will be removed to repay it.

On November 24, local officials tried to arrange a general meeting of all parties in Villosi. Collected in the village club of pensioners. Invited investigators, representatives of the Russian Post and the Otkritie Bank. Everyone was present but banking employees.

“The Otkritie Bank behaves incorrectly against pensioners and authorities,” the head of the settlement of Villosi Villoi Vitaliy Kozyrev told the “new”. - It does not get in touch. Ignores invitations to a conversation. But if the loans are not canceled in the near future, we will provide legal assistance to all pensioners affected by fraud. I think that soon people will file lawsuits against the bank in court.

“There is such a good judicial practice,” added the head of the Lomonosov district Alexei Kondrashov. - If the bank is friends with the head, then he understands that loans are taken fraudulently. A criminal case has been opened. The bank closes all fake credit stories. Everything takes over and acts the only victim. And then only the bank, not pensioners, appear in the criminal process.

No sentence - no money

But so far the residents of the Leningrad region are familiar with another judicial practice. Not so rainbow. The situation with the execution of loans for the elderly through the "Russian Post" and the Bank "Opening", as well as with the theft of pension savings, in the Leningrad region is already at least a third. The two previous ones also turned into criminal cases. But the courts are still reaching for them. Pensioners did not return the money.

Since the fall of 2013 to the fall of 2014, the deputy head of the Russian Post department in Sosnovy Boru (Kingiseppsky district of the Leningrad region) Nadezhda Vasina issued loans for almost 2 million rubles for 17 pensioners. The woman was accused of “abuse of powers” ​​(part 1 of article 201 of the Criminal Code of the Russian Federation). They condemned for a year conditionally, and in April 2015 they released from punishment on an amnesty.

In 2014–2015, frauds repeated in the post offices of the Vaglovoye village and the villages of Leskolovo (Vsevolozhsk district of the Leningrad region). 30 pensioners were injured. But not only because of the loans, they still disappeared all pension savings stored in the Bank “Opening”. The total damage exceeded 28 million rubles. In the criminal case of fraud, three accused were held: the head of the post offices in glass and in Leskolov Maria Boychenko (from one position she switched to another, but managed to work simultaneously in two places) and her accomplices - mail operators Alexander Skubun and Irina Burelova. In February 2017, Skubun and Burelov received conditional terms and were released. Boychenko is still being judged.

“There is no sentence-there is no money, wait,”-this is how we are at the bank, ”63-year-old resident of glass Galina Nogina told us“ new ”. - In 2014, a loan was issued for me - 40 thousand rubles, for my husband - 50 thousand. In addition, we have lost pension deposits - about 800 thousand. In June, I already called Putin to a straight line, but nothing came of it. I am sure someone from the bank is tied to the case. If only because after our history, people who used to give out extracts and other documents began to quit from the “discovery” ( the names of those who fired are known. - N.P. ). And two postal employees who have been convicted are already walking around the village, smiling.

“They didn’t return anything to us,” the 60-year-old pensioner from Leskolova Maria Klyuyeva confirmed. - I had 854 thousand rubles on my account, my husband had 330 thousand, we did not take a pension for several years. And in November 2014, I came to the mail and almost fainted. It turned out that neither I nor my husband has current deposits, and on my account there is also a debt on a loan for what is 24 thousand rubles. And all these years, we were given extracts in the post office. Only fake. How do I know whether it is fake or not? At first, the extract was given as if on paper from a toilet roll - a narrow, gray tape, and everything is visible on it: parish, consumption. And then suddenly, since 2014, they said that now extracts would be ordered at the bank, and they have already arrived on white thick paper A4. They only had excerpts: what amount, at what percentage lies. The amount suited me, but I did not go into the rest of the details.

506 thousand pensioners live in the Leningrad Region and 517 branches of Russian Post are operating. Pension accounts can be opened both in state and commercial banks. The competition for their service is held by the Pension Fund. According to its results, the pensioners of St. Petersburg and the Leningrad region since 2010 in post offices have been served by the Public Joint-Stock Company, Khanty-Mansi Bank, Otkritie. Under an agreement with the PF, in each branch of the Russian Post, the partner bank installed a special pension program comparable to the bank’s additional office on computers. When contacting a pensioner, the operator finds a client on the document provided and performs any actions: write -off from the account, issuing a social loan, issuing a loan. Approval of an application for a loan or a loan occurs automatically. After that, the papers are filled with the signature of the borrower.

Inaction measures

To write off money from the account of a commercial bank, the interface of which is installed in the post offices of the Leningrad region is quite simple. If there is a login-paralle and passport data of the client (they are contained in the “Russian Post” database), then you only need to fake a signature on a paper version of a payment order or a loan agreement. However, it is not difficult to stop, as experts in computer security, for computer security, for the “Russian Post” and the Otkritie Bank is not difficult. It is enough to install the signature verification system - handwriting. In cases where there are doubts about the authenticity of the signature, the financial operation will automatically brake. According to experts, the costs of this are penny.

There is an even simpler and cheap way to protect pensioners, on which regional officials now intend to insist. If the Russian Post and the Otkritie Bank have access to pension accounts, then you should revise and tighten the terms of the agency agreement concluded between them. The main thing is not to issue loans to pensioners in absentia.

In the meantime, the old people do not believe that someone thinks about them and the safety of their money.
