Shoigu wants to distribute 1 trillion rubles for the construction of military facilities without contests

Defense Minister Sergei Shoigu asks Vladimir Putin to allow the distribution of about 1 trillion rubles, which are supposed to be allocated for the construction of military facilities in 2018-2027, without tenders and competitions. This was reported by "Kommersant" with reference to sources in the military department.

In a letter to Putin, sent on November 20, Shoigu calls it necessary to "instruct the government to prepare an order to determine the organizations of the military-building complex by the sole executors carried out by the department in 2018-2027 of the services." In total, 12 design and construction organizations are included in the list of "only performers".

According to the interlocutor of the newspaper, close to the presidential administration, Putin, having familiarized himself on the same day, on November 20, with a letter, envious him. On the same days, he opened a series of meetings regarding the coordination of the State Arms Program for 2018-2027.

In the current GPV for 2011-2020, such an article of expenses as military construction was absent, since these works were carried out by a special structure - the Federal Agency for Special Construction (Spetsstroy). This, Kommersant notes, created problems for the Ministry of Defense, forcing to find additional funds. In the new GPV, these problems are eliminated. According to the Deputy Minister of Defense on Finance Tatyana Shevtsova, "GPV was balanced, planned: 19 trillion rubles are the supply of weapons and military equipment and 1 trillion rubles to the synchronization system (supplies of military equipment and storage of facilities. - Ed.)".

The Ministry of Defense assures that the refusal to conduct tenders and competitions will allow the military department to significantly save time.

On December 29, 2016 , Putin abolished the special construction by his decree , transferring the functions of the Agency to the Ministry of Defense. The reorganization of the military construction complex ended on September 28 this year by the legal liquidation of special construction. At the end of autumn, eight military construction FSUE were formed.
