
The Main Investigative Department of the Investigative Committee checks the head of the "Ministry of Internal Affairs of the LPR" Igor Kornet for involvement in the murder of a Russian from his personal protection Artem Bulgakov. This was reported by RBC with reference to a source in the department.
Bulgakov was killed on November 9, 2016. The results of the forensic examination indicate that the militant died of mass -to -core blood loss as a result of a "blind bullet wound", damage to the chest and internal organs.
According to the TFR, the Russian from September 25 to November 9 last year served in the personal guard of the cornet. On the day of the murder, Bulgakov was in the building of the "Ministry of Internal Affairs of the LPR" in Lugansk. It is claimed that in the corridor of Block "B" the building of Bulgakov, a conflict arose with several employees of the "Ministry of Internal Affairs" "on the basis of hostile relations." One of the militants of the Ministry of Internal Affairs took out a firearm and instructed him to Bulgakov. The Russian tried to take away the barrel with his left hand, but his opponent shot - the bullet passed through his left hand and hit Bulgakov’s chest.
After the death of Bulgakov, the Cornet ordered the facing of the room where the conflict occurred, Russian investigators indicate. The body of the deceased was taken out by the car, the head of the "Combating Department for Organizations" Ruslan Akayev. Then Cornet ordered the back number to issue Bulgakov as an employee of the LPR Ministry of Internal Affairs, and also agreed with the "First Deputy Prosecutor of the LPR" Sergey Gorenko to present the death of the Russian as a result of careless handling of weapons. On the day of the death of Bulgakov, the "Ministry of Internal Affairs" released a certificate in his name, in which the militant was called "assistant to the operative of the assault department of the Sobr."
On November 25, Cornet announced incomplete official compliance with the “Private Police of the Penalty Management” Evgeny Kolesnikov. The order of the “Minister” said that Kolesnikov on November 9 left the Fort-12 pistol in the office of the Ministry of Internal Affairs of the Ministry of Internal Affairs, and Bulgakov took the weapon without the permission of the owner and, through negligence, received a “blind bullet wound with damage to the internal organs,” from which he died.
Meanwhile, the former commander of Bulgakov told his elder brother Ilya, who came to Lugansk to take the body that the Russian accidentally shot himself when cleaning the weapons. At the same time, in February 2017, on the website of the Union of Volunteers of Donbass, it was reported that the militant allegedly "died from the enemy pool of the sniper when performing a combat mission" near the village of Chervonaya Polyan Anthracite district of the Luhansk region. According to the mother of Bulgakov, Victoria Alyabyeva, the same version of the death of the Russian, the former commander voiced the same version of the death of the Russian relatives.
Alyabyeva filed an application for the murder of her son in February 2017 in the TFR. The department checks the circumstances of the death of the Russian in the framework of the "large" criminal case about events in the southeast of Ukraine, opened in 2014. The murder of Bulgakov and the possible involvement in the concealment of evidence of the crime of the cornet is said in the instructions of the central apparatus of the Investigative Committee of November 2017 to “individual regional departments” to carry out “investigative and procedural actions” in the case of “committing representatives of the law enforcement agencies of Ukraine in the territory of the LPR and the DPR of serious and especially serious crimes related to illegal methods of war”.
Prior to this, Alyabyeva tried to get an investigation from the "power structures" of the LPR. In January 2017, she sent a letter to the cornet with a request to clarify the circumstances of the death of her son, but the message remained unanswered. In November, the acting Prosecutor General of LPR Vitaly Choskry said that the “General Prosecutor General of the Republic” controls the investigation of the death of Bulgakov, but the “Ministry of Internal Affairs of the LPR” did not respond to the requests of the “supervisory authority”. In the same month, Alyabyeva was also going to meet and discuss the death of Bulgakov with the head of the Lugansk militants Igor Plotnitsky, but did not manage to do this because of the coup in the LPR. After the removal of Plotnitsky, the collapse was arrested.
Bulgakov at the time of death was 27 years old. In 2007, he, on his call, went to serve in the Airborne Forces, in the army received the specialty of a mechanic driver of the troops of the landing vehicle. In 2010, Bulgakov signed up for a contract service in the Stavropol Territory. According to colleagues, as a contractor, he "participated in special operations." In June 2014, Bulgakov quit the army and in the same month left for Donetsk as part of the militants of the "Cossack detachment" from the "Slavic Union of Stavropol". There, the Russian fought in the ranks of the "Directorate of Special Operations of the DPR Prosecutor's Office" and in the intelligence of the "battalion of St. George the Victorious". On January 15, 2015, the militant moved to the "International Brikad of the Republican Guard of the DPR" "PEART". Subsequently, he moved to Lugansk and got a job at the LPR Ministry of Internal Affairs.
Plotnitsky was removed from power to the LPR last week. On November 20, he tried to dismiss the cornet, but he refused to leave the post of "Minister of the Interior".
On November 21, the center of Lugansk was blocked by militants with machine guns and armored personnel carrier . They blocked a number of administrative buildings. The next day , a large column of armored vehicles of the DPR entered the city. It was noted that in its composition were militants of the formation "Vityaz", obeying the "head of the DPR" Alexander Zakharchenko. On November 22, the militants stormed the building of the LPR Prosecutor's Office and arrested its leaders .
On the 23rd, Plotnitsky fled to Russia .
On November 25, deputies of the "People's Council of the LPR" appointed acting Head of the Republic of "Minister of State Security" Leonid Passer.
