
The residents of Taimyr sent an appeal to Russian President Vladimir Putin with a complaint that they cannot bury their loved ones and draw up the documents necessary in such cases.
As one of the authors of the appeal, Stella Koch, told the Siberia. Real correspondent, after Taimyr lost the status of an autonomous district and became part of the Krasnoyarsk Territory, all government agencies were gradually bred from its settlements. For any public service you have to go to Norilsk. People were left without normal transport, qualified medical care. Among other things, they lost the opportunity to issue evidence of the death of their loved ones. To do this, you also need to go to another city and take the deceased there.
According to Koch, a pathologist occasionally comes on a business trip to Dudinka, the administrative center of Taimyr, from Norilsk. He does not stop in the villages, since there are no special equipped premises. Therefore, local authorities offer the residents of Taimyr to bring the bodies of the deceased from villages to Dudinka or Norilsk.
- There is no ground message in these areas. The bodies of Mi-8 are very rarely performed for passenger flights, which are very rarely performed by the Mi-8 helicopters, since there is no cargo compartment. In addition, flights within Taimyr’s borders cost as much as the flight from Norilsk to Moscow ( one way about 15 thousand rubles. - approx. Ed. ). And people have neither money nor otherwise the technical ability to take the deceased first to another city, and then back to the burial place, ”said Koch.
According to her, in the villages there are no premises where the bodies of the deceased could be stored until the relatives find the opportunity to transport the body. Therefore, she says, in winter the bodies lie in the sheds, where they become prey rodents. “This is a moral trauma for relatives, and the threat of the spread of dangerous infections. After all, it is not known what a person died of. And what is happening in the summer, it is scary to imagine,” she says.
In such a situation, people are forced to bury the deceased without autopsy, without the necessary certificates and, therefore, cannot receive death certificates. And without this document, some payments, social premiums, etc. are impossible.
"The leaders of the Krasnoyarsk Territory, as before, are still not up to us, and in this regard, a huge request for federal structures, to the head of state-to provide the opportunity for Russian citizens-Taimyr residents of the right to effectively and quickly control the territory, return all federal state structures and services that were provided to the population to unite with the Krasnoyarsk Territory, to return Taimyr Taimyr (Dolgan-Nenets) autonomous autonomous autonomous status District, ”the appeal says. His copy was sent to the Chairman of the Federation Council Valentina Matvienko, the State Duma speaker Vyacheslav Volodin, General Prosecutor Yuri Chaika and the leadership of the Krasnoyarsk Territory.
This summer, Taimyr’s residents of Taimyr appealed to the territorial election commission with the initiative to hold a referendum on the return of the Taimyr municipal district of the status of the Autonomous Okrug. Each time, under various pretexts, they received a refusal. According to Stella Koch, the situation that arose in Taimyr with the burial of the deceased once again proves the need for a referendum.
