Russian athletes, including those involved in team sports, are allowed to perform at the games in personal quality - under the neutral Olympic flag. The team is given the name "Olympic athletes from Russia", and when awarding Russians will sound the Olympic anthem.
Only those Russians who were not previously disqualified for doping or convicted of violation of anti -doping rules will be able to take part in the Olympics. Another condition for the admission is the passage of tests appointed by the special IOC commission.
The Olympic Committee of Russia is suspended from participation in the Games. The membership of the President of the OKR Alexander Zhukov in the IOC is suspended.
None of the functionaries of the Ministry of Sports of Russia will be accredited to the upcoming Olympics. For the former head of the Ministry of Sports, now Deputy Prime Minister Vitaly Mutko and the former deputy head of the Ministry of Sports of Yuri Nagorniy, a lifelong ban on accreditation was introduced.
The IOC also reserved the right to impose sanctions against other persons involved in the Russian doping program.

However, the President of the IOC called the measures necessary. He regarded the Russian doping program as an "unprecedented attack on the honesty of the Olympic Games."
Bach also rejected suspicions of the political background of the decision of the executive committee. “There was no policy in this verdict,” he assured. “We would not allow ourselves to fall under anyone's influence, making a decision on sports.”
With Vladimir Putin, the President of the IOC added, he did not discuss the participation of Russian athletes in games.
