The signing of the concession agreement on the construction of the fourth bridge across the Ob will be public, promised by the acting of the Novosibirsk governor Andrei Travnikov on December 5. He opposed the paid passage on it during the closure of the October bridge.

The concession agreement is planned to be signed on December 6. According to Travnikov, the deputies of the Legislative Assembly of the region and the City Council of Novosibirsk “supported” the project, but “there are opponents”, whose opinion “must be taken into account”.

“The signing of the concession, if it is, will be public. Now there are still negotiations, ”said Travnikov. “I received confirmation in Moscow that the Novosibirsk project was a priority, but there are no exact dates for allocation of funds yet.”

The acting governor admitted that the refusal of the concession would be a “profitable populist decision”, but he believes that federal money should not be lost.

“I am against categorically, so that the paid period [travel along the fourth bridge] spreads during the repair of the Oktyabrsky bridge,” added Travnikov.

The Officers of the regional government claimed that the Oktyabrsky bridge demanded a major overhaul and talked about its possible closure after entering the fourth bridge. The mayor Anatoly Lokot promised to prevent a complete blocking of movement.

The Novosibirsk government plans to sign a concession agreement with Siberian concession company LLC. The company is controlled by the Gazprom large contractor - the VIS group Igor Snegurov. His former partner, general director of TEK Mosenergo JSC Igor Rotenberg Dmitry Ryabov sold his share in the company of Snegurov at the end of November.

The estimated cost of the object is 35 billion rubles. The government commission decided to allocate 26.2 billion rubles for the construction of the fourth bridge from the funds raised by the Plato system. The deputies of the Legislative Assembly asked the regional administration to assign all the risks for the inflated profit from traveling along the fourth bridge to the concessionaire, and not to the regional budget, but achieved only a decrease in the minimum guaranteed income from 91 to 47 billion rubles.

The mayor Anatoly Lokot believes that it would be more correct to direct the funds to the construction of the interchanges of the Bugrinsky bridge, the development of urban transport and the subway. Speaker of the Legislative Assembly Andrei Shimkiv officially approved the construction of the object. 28 deputies of the City Council supported the appeal to Travnikov with the approval of the project, there were six against.
