Standinforms no longer according to the standard

In " Dissernet" is a holiday. By order of the Ministry of Education and Science of Russia No. 1131/NK, on ​​December 25, 2017, the dissertation council D 222.020.01 under the standard form [1] “Due to the low effectiveness of its activities”.

Recall that the Federal State Unitary Enterprise "Standinform"-its full name "Russian Scientific and Technical Center for Information on Standardization, Metrology and Assessment of Compliance"-was created in 2005 and, among other things, provided "educational, publishing and other services" (see www.gostinfo.ru ). In particular, the Dissertation Council of the standard form was the largest existing factory for the production of linden dissertations in economics.

In 2007-2012, the council was defended at least 54 dissertations with mass incorrect borrowings in the specialty 08.00.05 - “Economics and Management of the National Economy”. The Network of the standard form is eloquently evidenced by Fig. 1 and a video about how the development of a factory of fake dissertations took place [2].

For 2011-2012, according to Dissernet, 22 non -original dissertations were defended in the standard form, according to which the statute of limitations for the application for deprivation of the academic degree (Cinderelus) did not expire.

By this day, 7 applications related to this advice on the deprivation of the degree prepared by the activists of Dissernet [3] were considered, however, all owners of the academic degree were justified both at the dissertation council and the Higher School of Higher School. Thus, the current council actually ensured indulgence to all the remaining dissertations, for which the statute of limitations did not expire.

As already said more than once, the norm according to which statements about the deprivation of a degree are sent to the same dissertation council, which unreasonably awarded it, not only does not contribute to an objective consideration of the case, but - as in the case of this advice, it actually does not give any chance to deprive the degree of dissertations with mass incorrect borrowings.

A serious problem of this kind of dissertation councils is not only the denial of the objective norms of the development of science, which are based on common sense, original authorship, new scientific results, the use of modern scientific methodology, but also in non -compliance with formal requirements for the meetings of dissertation councils, that is, simply in the non -compliance of the law. According to some Cinderelles, it took two years of complaints so that the Standinform would generally accept them for consideration, while according to the law the decision of the dissertation council on Cinderella should be prepared within two months.

The Dissertation Council of the standard form recognized mass incorrect borrowings by the rightful (i.e., not the basis for deprivation of a scientific degree), explaining this by a scientific school, which supposedly allows you to massively copy the text, by capital truths, which can supposedly can be copied, joint publications, the author of the original text to the fact of plagiarism, the absence of plagiarism in the plagiarism in the fact of plagiarism scientific results of work.

So, as arguments in the conclusion of the dissertation council on the deprivation of the academic degree N.E. Afanasyeva even quotes from the acquittal of BelGU to the dissertation V.R. Medinsky. Standinform was so inventive for arguments that not everything would like to mention, so as not to give bad ideas to other dissertation councils. Yes, in fact, excuses are not important when the verdict of the Council is known in advance and it is only about giving it the visibility of legitimacy.

It is worth noting that at the VAK Expert Council, all dissertations from the standard form were also justified. For example, when considering the case I.A. Afanasyeva in the Expert Council of the Higher Attestation Commission noted that the application for the deprivation of the scientific degree contains non -normative vocabulary. Although she, of course, was not; It seems that the VAK expert read an article in Gazeta.ru on the prevention of journalists to a meeting of the dissertation council of the standard form [4] and, on the basis of quotes from it, rejected the consideration of the Cinderella.

A statement to the Supreme Court of the defendants of Dissernet S.I. Kalinovsky [5] and O.M. Monogarova [6], who disputed the norm on the statute of limitations for submitting an application for deprivation of a scientific degree. When they defended themselves, a three -year statute of limitations was valid, but in reality a ten -year -old is applied. At a meeting of the Supreme Court, the interests of the plaintiffs were represented by A.V. Dokukin, member of the Dissertation Council of the standard form, which was not related to the dissertations of these citizens. Apparently, Professor Dokukin in this way wanted to stop the likely stream of Cinderelles addressed to his own graduate students. The lawsuit, fortunately, was not supported [7].

A characteristic feature of the Linden Factory of the Standtinform was the organization of defense of dissertations prepared in third -party organizations. More than 70% of the dissertations were performed in the following organizations: at the State Academy of Advanced training and retraining of personnel for the construction and housing and communal services (now Roskapstroy), the Moscow State Institute of Tourism, the Moscow Financial and Industry Academy and the Moscow Economic Institute) (Fig. 2).

All this once again indicates that the activities of the Council under consideration as a cancer tumor spread far beyond the defense of dissertations prepared in the standard form, and ensured the protection of poor -quality dissertations of a whole number of organizations. As you can see, one existing factory council is enough to ensure the work of the whole inter-university network for the production of linden dissertations.

Unfortunately, the closing of the Council of the standard form does not solve the problem of linden dissertations to the end. If you turn to Fig. 3, which shows the members of the dissertation council of the standard form and the number of accompanying dissertations, we will see that in total, 118 linden defenses account for members of the dissertation council, of which 39 are I.V. Ryzhov, the “hero” from the TOP letter “Dissernet”, accompanied 44 fake defense, of which there are only three in the standard form.

Most likely, the former members of this dissovetor will continue their “work” to accompany linden dissertations in other, still acting councils. Moreover, Professor M.I. Lomakin was not only the deputy chairman of the Standinform Council, but also remains the deputy chairman of the expert council of the Higher Attestation Commission for the industry and regional economy. Therefore, the work of "Dissernet" will continue, and today we celebrate the victory.
