The Novosibirsk Region will be able to terminate the agreement on the construction of the fourth bridge if he does not receive a federal grant within two years. The contract is concluded with the Siberian concession company.

Acting Governor Andrei Travnikov commented on an agreement signed on December 6. The region was able to postpone the spending of funds from the regional budget - both a capital nature and for the redemption of land.

“If we talk about the background of the last year, then a large, acute work was carried out to adjust the initial parameters of the project. The conditions have been significantly changed. At the time of signing, the parameters were agreed, ”Travnikov told reporters on December 7.

The authorities will be able to avoid the risk of ineffective expenses of the regional budget and the appearance of long -term construction in the absence of guaranteed federal funding, travets believes. If the region does not receive a grant from the Plato system for two years, the agreement may be terminated, he noted.

“This is somewhat upset, since there is no decisions on the allocation of funds yet, but this creates an opportunity for maneuver to prevent ineffective expenditure of funds and not get involved in a long -term construction with unconfirmed financing. 100 percent confidence that this project will be not financed, but there is a high confidence that our project will be held on the terms of the federal program, ”the acting governor emphasized.

Siberian concession company LLC is controlled by the Gazprom large contractor - the VIS group Igor Snegurov. His former partner, general director of TEK Mosenergo JSC Igor Rotenberg Dmitry Ryabov sold his share in the company of Snegurov at the end of November.

The estimated cost of the fourth bridge is about 35 billion rubles, another 4 billion estimates the preparation of the site and the resettlement of residents of the territory in the alignment of the facility. The government commission decided to allocate 26.2 billion rubles for the construction of an object from funds raised by the Plato system. The investor is guaranteed a minimum income of 47 billion rubles, which in case of unloading will be compensated from the regional budget.
