In just a year, Putin held 67 events in Sochi (international calls are not included in this figure, which he also regularly does while in the “Bocharov stream”).
According to the number of days in the President’s schedule, the southern capital is ahead of all other points except Moscow and Novo-Ogarsky. So, in his native Petersburg since the beginning of the year, Putin spent only 12 days, of which five fell on the International Economic Forum (PMEF). It is interesting that even the governor of the Northern capital, Georgy Poltavchenko, has to fly to meetings for the president in Sochi (such a meeting took place, for example, August 9). In other regions, the president, of course, is even less common.
Apparently, Putin likes working in Sochi more and more. At least this year in the number of trips has been a record in recent years. For example, in 2016, the president spent 25 working days there, and in 2015 - 32. More than this year, Putin visited Sochi only in 2014, when they spent the Olympics (Putin spent more than fifty days there).

The head of state loves to fly to Sochi in certain seasons. From year to year, this happens in the spring and at the end of summer - in the fall. At this time, Putin literally moves to Sochi.
So, this fall Putin lingered in Sochi in October and November for a long time. On November 20–24, he several times confused with the highest command staff of the army, met with the Council of People's Commissars, members of the economic bloc of the government and the presidential administration, and also on different days negotiated with the presidents of Syria, the Czech Republic, Iran and Sudan.
He flew here on November 13 to meet with the president of Turkey. In October, the president spent almost most of the working days in Sochi - he was unchanged in the city on October 15–21, October 10–12 and October 6–7.
For most of the summer, the southern city was not interested in the head of state, but in May he visited there three times - 16–22, 10–11, as well as from April 30 to May 3. But in January, February, March and most of April, the president in Sochi almost did not look.

The next day, members of the Security Council flew to him, and already on October 8, he, judging by the official schedule, suddenly ended up in Moscow at bilateral and closed from the press with officials (including with the chairman of the Central Election Commission Ella Pamfilova and the Governor of Governors, Alexander Burkov and Stanislav Voskresensky), so that on October 10 they would return to the public meetings with foreign leaders (they We lasted until October 12).

But this is far from all the expenses associated with the Sochi everyday life and holidays of the president. The entire construction will cost a budget of 1.81 billion rubles.

According to the Constitution, Moscow is the capital, and it is here that the authorities are concentrated, it is from here that senior officials and institutions lead the country. Is it legal that the president and the Supreme Commander -in -Chief is a significant part of the time, works, makes decisions in another city, and the taxpayers who pay for his geographical attachments are often not reported about his whereabouts.

This means that Moscow is the location and activity of the President of the Russian Federation.
What does the location mean? If we are talking about such bodies as the State Duma or Government, then you can use Art. 54 of the Civil Code “Name, location and address of the legal entity”, according to which the location of the legal entity (the rights of the legal entity endowed the apparatuses of the chambers of the Federal Assembly and Government) is determined by the place of its state registration in the territory of the Russian Federation. In the case of the president, it will not work. Here the Civil Code will not help. The location of the President of the Russian Federation should be understood as the main place of his work - the place of his official residence. It is located in Moscow, in the Kremlin. This was established by the Decree of the President (Decree of the President of the Russian Federation of January 31, 1992 No. 82 “On the official residence of the President of the Russian Federation”). By the way, the place of stay in Sochi is also determined quite specifically: according to the Decree of the President of the Russian Federation of September 27, 2008 No. 1411 by the official residence of the President of the Russian Federation in the city of Sochi is the state cottage “Bocharov stream”.
At the same time, the obligations of the head of state associated with his place (places) of his stay are not regulated by any laws. The legislation provides for any restrictions here. In fact, the President of Russia - like any head of state - may precisely by virtue of the performance of his duties to work in any village of the country. Of course, all means of operational communication with the armed forces should be at his hand. They are moved with him.
