The plan for implementing the 2016 presidential address was written by an inter-factional working group of deputies in December 2016, it contains 98 bills. Such a group is traditionally created at each convocation of the State Duma, and it approves the plan for implementing the message. The president’s annual address to the Federal Assembly is a requirement of the Russian Constitution, President Vladimir Putin stated in his message on December 12, 2013.

Monitoring by Vedomosti shows that 38 bills out of the mentioned 98 remain unexecuted - that is, not signed by the president, i.e. 60% of the work has been done by deputies.

Some bills require complex approval - and they can also be received ambiguously by voters and have to be stopped during the election campaign, explains a person close to the presidential administration: for example, the road traffic bill on Friday was adopted without a provision on paid entry into cities - because for the negative reaction of voters to it.

Another person close to the administration believes that the Duma already understands which issues are best not to raise, but the administration also controls the process.

And the government was asked not to make some controversial proposals from the Ministry of Finance, the first of the interlocutors knows.

Deputies are the slowest to consider budgetary and tax issues, Vedomosti monitoring shows, in particular because the government plays the main role in solving them. Many transport initiatives have remained in vain, and one of the main topics of the year – the digital economy – has not been completed; the introduction of a bill on it is planned for 2018.

Political scientist Alexander Pozhalov agrees that the implementation of the fiscal part of the message is the worst, but this is due to the competition of several projects for the Russian development strategy until 2035.

The Presidential Address is addressed to the Federal Assembly, but the main executor is always the government, Pozhalov continues, and the contribution of the State Duma greatly depends on how quickly deputies agree on their own initiatives within the government. In the part that depended on the deputies, a lot has been done, he believes: “The basic law on telemedicine, the law on the status of self-employed citizens have been adopted, several amendments fulfill the president’s instructions to expand the participation of residents in landscaping, preferential rates of insurance premiums for IT business have been extended, adopted norms for social NGOs, etc.”

The Labor Committee has not yet adopted three bills in pursuance of the message, says committee chairman Yaroslav Nilov (LDPR): one is on duplication of powers in labor protection, another is on ramps for the disabled, it will be adopted in December, and the third is on parking vehicles disabled people. Consultations are underway with the government on it, the deputy reports: it introduced the bill in violation of the concept.

The State Building Committee has not yet adopted a law on free legal assistance, a bill on bail or prohibition of certain actions and administrative liability for late entry or entry of inaccurate data into the drug monitoring system. Legal assistance must be provided by the government; in the case of bail, the State Legal Department of the President is against it, and the medications will be taken before the end of the session, the interlocutor in the committee promises.

The Committee for the Development of Civil Society should adopt a bill on volunteers and volunteers, said committee chairman Sergei Gavrilov (Communist Party of the Russian Federation), this will happen on the last day of the autumn session - December 22.

The chairman of the financial market committee, Socialist Revolutionary Anatoly Aksakov, said that his committee had already passed the vast majority of bills, but did not say which ones remained.

The Economic Policy Committee is due to adopt four bills, including on the development of the digital economy and on product labeling. Chairman of the committee Sergei Zhigarev (LDPR) promises that the law on labeling will be adopted soon: “The legal department of the president had some comments. The remaining laws are in the plan for 2018.”

So far, of course, the execution of the presidential message by the Duma is dominated by the implementation of government bills, but Chairman Vyacheslav Volodin has set the task of reversing this situation, introducing more laws of direct action, says Zhigarev.

The Budget and Tax Committee should adopt a bill on optimizing tax benefits, amendments on tax administration and key parameters of the tax system for 2019 and subsequent years. Deputy Chairman of the Committee Sergei Katasonov (LDPR) says that the committee has not yet discussed the implementation of the message.

Three difficult bills cannot be agreed upon in the ecology committee. They are preparing for the second reading, explains the chairman of the United Russia committee, Vladimir Burmatov: “All three actually regulate highly sensitive topics - the law on waste is associated with tariffs and waste disposal schemes in all regions, this is regulation of an area that was not regulated before, like the bill on animals “They haven’t been able to accept it since 2011.” The same situation applies to the law on specially protected natural zones, he complains.

The Transport Committee is considering five bills, all of them, according to the deputy chairman of the United Russia committee Vitaly Efimov, are being approved by the GPU. The issue of transport security, where each participant in the legislative process wants his own, will go away in the spring, the law on transit and off-street transport, reports Efimov.

The chairman of the United Russia Rules Committee, Olga Savastyanova, refused to comment on the execution of the president’s message before the issues were considered at the Duma council.
