Navalny published a pre -election program

Presidential candidate Alexei Navalny published his election program. The document is placed on the website of the election campaign of the candidate.

The expert council was involved in the development of the program. He included the leader of the "democratic choice" Vladimir Milov, the former first deputy chairman of the Central Bank Sergey Aleksashenko, the chairman of the Agora Pavel Chikov, writer Boris Akunin, lawyer Elena Lukyanova, economists Elena Masolova and Maxim Mironov.

The economic part of the program provides for business liberalization, tax reduction and demonopolization. The share of taxes and fees transferred by the regions to the federal center is supposed to be reduced. Another point is intensive road construction.

Navalny also assures that he will increase the minimum salary to 25 thousand rubles per month and will create a "normally working pension system with worthy pensions." Another priority is the construction of affordable housing. The military -police budget will be reduced, in particular, due to the transition to a fully contract army, and the costs of healthcare are doubled, the program is claimed.

To eradicate corruption, the candidate promises to create a special agency that is not part of the law enforcement system. He also calls the full ratification of the UN Convention against corruption and bringing Russian laws in accordance with this document. The statute of limitations for corruption crimes is supposed to be increased from 10 to 20 years.

Along with this, Navalny announces the intention to eliminate the state corporations, as well as oblige state -owned companies and state banks to sell non -core assets.

The formation of regional and local authorities continues, the candidate continues, should become the exceptional competence of regions and munipalites - Moscow should not interfere in this process.

The wars, "obvious and implicit," must be stopped, says Navalny. “The priority of Russia in the international arena is to reduce tension in relations with the EU, the USA and Ukraine,” the program says. “For this, it is necessary to start immediate consultations throughout the circle of mutual claims and problems in relations with these countries - the most important partners of Russia in the international arena.”

"Russia will return to the policy of unconditional commitment to fulfill its obligations under previously concluded agreements," the candidate assures. At the same time, Navalny, regarding the Crimean question, states that "the Russian position on this problem will be determined by the recognition of the right of the peoples of Crimea to independently decide their fate."

"It is necessary to decisively refuse to support dictatorial and insolvent regimes around the world, to stop providing them with help and loans ... to stop supporting separatist movements, rebel groups and opposition parties," the program says.

The candidate also promises to introduce a visa regime with the countries of Central Asia and Transcaucasia.

Navalny calls one of the aspects of the reform of the legal system the introduction of the election of justice of the peace and the creation of a more transparent system for the appointment of judges of federal. The chiefs of regional and local police departments are supposed to make accountable parliaments of regions and municipalities. OMON must be returned to the structure of the Ministry of Internal Affairs, and the number of the Russian Guard is "sharply reduced".

"The FSB should be devoid of the functions of a political investigation," the program says. Also, says Navalny, "the status of employees of the current reserve will be canceled."

Among the other points of this bloc are the eradication of torture and the revision of the Criminal Code aimed at the humanization and the prevention of judicial abuses.

From the point of view of the state system, the candidate claims, Russia should become the Presidential and Parliamentary Republic. "For this, it will be necessary to limit some of the powers of the president, in particular his right to dissolve the Duma," the program says.

The deadlines of the powers of the President and State Duma deputies should be reduced to four years. At the same time, it is stipulated that one person cannot occupy the post of head of state more than two cadents "regardless of whether they are in a row or not."

It is also assumed to remove unconstitutional restrictions on registering political parties and holding public actions, the abolition of election filters and a decrease in the passage barrier in the State Duma elections to 3 percent.

Along with this, Navalny says, it is necessary to expand the rights of the State Duma and regional parliaments regarding referenda and surveys.

Members of the Council, the program said, should be elected in direct elections.

Another point Navalny calls the introduction of freedom of speech. Among the stipulated measures - the abolition of laws on extremism and slander, as well as on the extrajudicial blocking of sites, and a sharp restriction of state participation in the media.

Finally, the candidate calls it necessary to carry out lustration, calling this measure "the most important step towards the construction of a legal state."
