The prosecutor's office of the Lipetsk region conducts an audit after a request from the deputy of the regional council Pavel Evgrafov, who transferred a video to the department, in which two dozen police officers are detained by visitors to the Karakum cafe, the department’s website reported .
The supervisory authority will check the legality of the actions of the police during operational measures and, in the case of confirmation of violation of the rights of citizens during the detention, undertakes to punish the perpetrators.
Gorod48 writes that on the eve of Evgrafov, at a session of the regional council of deputies, he talked about how local security forces illegally detain and beat citizens.
“In the 90s, the so-called Popov organized crime group was operating in Yelets. In the 2000s, gangs of bloodworms and chukardin were brought to fear. Now in the city he refuels the gang "Gypsies". And all this time, the police indulged at first, and then the police. In 2010, after a massacre in the Krasnodar Kushchevka, the FSB cleaned several leaders of the Yelets District Department of Internal Affairs, but then new law enforcement officers were replaced, worse than the previous ones, ”the deputy said.
In the proof of his words, Evgrafov showed a video in a meeting, in which on the night of November 17 to 18, two dozen policemen and people in civilian clothes are detained by visitors and cafes. In the video, security forces tear their clothes from people, kick them, beat the people lying people and use stampers. After that, all the detainees were taken to the department and released from there without drawing up the protocols.
The Department of the Ministry of Internal Affairs in the Lipetsk region Gorod48 reported that the cafe conducted an operation to detain drug dealers. Evgrafov himself suggested that this became revenge for a recent brawl in another entertainment institution.
