From Russia last week, the leader of the Tajik labor migrants of Karomat Sharipov was sent. However, both Sharipov’s expulsion itself, and the activities of his organization are caused by questions.
Around the Teply Stan metro station in the south of Moscow, half a dozen of shopping complexes were built: "civilized"-with cinemas, food courts and branded shops-and not very similar to the clothing and grocery markets of the 90s and zero years.

“I am from Uzbekistan, and Tajiks have carts,” says one of the merchants in the market. Between rows with vegetables, fruits and nuts, eastern men offer to give a ride on carts - such as in supermarkets.
- I don’t know Sharipova, but I read about him on the Internet. Why was he sent? - asks a young poorly dressed carts from Tajikistan. In his question, discontent is felt that someone who at least declared his readiness to help his compatriots in Moscow was sent from Russia. Another cartoon, older, said that he himself did not turn to Sharipov for help, but he heard only good about the "Tajik labor migrants".
In the neighboring building, several floors of shopping rows with cheap clothes, the vast majority of merchants from different countries of Asia. “I worked in the Cherkizov market. When people were not paid, Sharipov demanded money from employers. I managed to return something. I helped those who are seriously ill, return to Tajikistan,” says one of the sellers.
Entrepreneur Khurshed - from Tajikistan, received an education in Turkey, his business in Kazan.
We drove vegetable fruits with wagons, from us the diaspora collected a tribute. Such an informal local government
- I heard about Sharipov. He is in Moscow, his activity did not particularly concern us. Previously, when I worked in Ufa, there was a similar person, the chairman of the diaspora. He was in some way in power, he could help. We drove vegetable fruits with wagons, from us the diaspora collected a tribute. Such an informal local government ... You sponsor them, and they solve issues with the authorities. In Kazan, where I now live, this is not developed for somewhere, or I lost contact with the diaspora, ”says Khurshed.
A few years ago, the office of Tajik labor migrants was located near the Tsvetnoy Boulevard metro. There was a lot of people, it seemed that the movement actively helps compatriots. Now the site of "labor migrants", although updated, are disabled contact phones.
Politician
In numerous videos and photographs on the website of the Tajik labor migrants, Sharipov posed in an expensive suit, which was strikingly different from poorly dressed migrants. Migrants, lined up, listen or tell Sharipov, demonstratively emphasizing their higher status. Signing the papers, Karomat Sharipov usually called himself the "ambassador of the world": a certain not the most famous public organization appropriated the title to him.
It was not easy to take comments from Sharipov: he does not speak Russian very well, but extremely assertively. Instead of answering a specific question, it is expressed immediately about everything. Sharipov sued journalists a couple of times when he did not like materials about himself.
To remove interethnic tension in Russia, Russian authorities should sponsor the development of agriculture in Tajikistan
Nevertheless, he constantly performed in any media-from Radio Freedom to Tsargrad-TV-for any reason related to migration legislation, the position of migrants. Often expressed extraordinary suggestions: for example, that the visa regime between Russia and Tajikistan would benefit Tajiks would contribute to the legalization of migration. Or that in order to remove interethnic tension in Russia, Russian authorities should sponsor the development of agriculture in Tajikistan. Tajiks would have left to work at new enterprises, and Russia would have the right to preferentially purchase products of enterprises in the creation of which invested.
Sharipov also acted on almost all the reasons related to Tajiks: he initiated the pressure campaign on the show "Our Rush" with a demand to remove the plot about Ravshan and Jamshut from the air (despite the fact that only a few sketches mentioned that Ravshan and Jamshut - Tajiks). After the battle at the Khovansky cemetery, Sharipov was a leading speaker in the media in this story.
He did not shy to call Russia a "older brother" for Tajiks. At the same time, Sharipov - anti -Semite
Its rhetoric, probably, correctly classify as social democratic: he positioned himself as a fighter for the social and labor rights of migrants. The right of Tajik migrants in Russia to decent working conditions of Sharipov motivated, including the fact that until recently, Russia and Tajikistan were part of one state. He did not shy to call Russia a "older brother" for Tajiks. At the same time, Sharipov is an anti -Semite. He blamed Jews both in the operation of Tajiks in Moscow markets and in global problems of mankind.
Sharipov attended the historical homeland infrequently, but he spoke a lot about the problems of Tajikistan. On Tajik sites, you can find diametrically opposite versions - from the fact that the Sharipov supposedly agent of the Tajik special services, to the fact that he is the political opponent of Emomali Rahmon. Now, when Sharipov was sent to Tajikistan, Umarjoni Emomali , a spokesman for the Ministry of Internal Affairs of Tajikistan said that his ministry had no complaints about Sharipov, they are not going to arrest him.
He was the creator of several Russian Tajik organizations
Sharipov 54 years old, in 1984 he began serving in the USSR army, served in the Kazakh and Tajik SSR, East Germany. In 2000, Sharipov was demobilized already in the Russian army. During the civil war in Tajikistan, he served in the historical homeland in the 201th motorized rifle division, which carried out a peacekeeping mission.
Sharipov took up social and political activities immediately after the army, since 2001. He was the creator of several Russian Tajik organizations. The Tajik labor migrants lasted longer than other projects and had the most fame of them. His newspaper "Voice of the Tajikistians", produced until the very recent time, according to Sharipov, had a 50-thousandth circulation and spread free of charge.
Sharipov tried to participate in socio-political projects that go beyond the Tajik diaspora. In the middle of the zero, he was in the leadership of the party "National-patriotic forces of the Russian Federation", created by the Ossetian politician Schmidt Dzolbaev. The party did not receive development. Sharipov participated in the creation of the Federation of Migrants of Russia - NGOs, who appeared on the initiative of the internal policy of the Presidential Administration of Russia to solve the problems of visitors.
Claims were made to him due to the fact that he performs in the media, poorly knowing the Russian language
The President of the Russian Federation of Russia Vadim Kozozhov is extremely negatively speaking about Sharipov. Kozhenov told Radio Liberty that Sharipov was expelled from his federation. Then Sharipov began to call himself the head of the CIS migrants, which made it possible to position himself as a figure involved not only in the problems of the Tajiks.
Among the Russian Tajiks, Sharipov had an ambiguous reputation. For example, judging by this online discussion , claims to him were also presented due to the fact that he performs in the media, poorly knowing the Russian language.
Businessman
Several interlocutors of Radio Freedom involved in migrant problems in Moscow, Sharipov and his organization did not speak very approvingly: Tajik labor migrants combined the assistance to compatriots with a not -clean business.
Recently, Tajik labor migrants participated in the confrontation of the so -called "foremen" of large Moscow markets
The most common accusation against Sharipov and his organization is to assist migrants in obtaining documents that give the right to work and live in Moscow, bordering fraud. The program "Vesti. The duty unit even removed the plot about this , but there was no criminal case with it.
In 2003, another organization of the Tajik diaspora, Vatan wrote a statement on Sharipova in the FSB and the Ministry of Internal Affairs. Sharipova and his organization (then it was called the People’s League "Tajiks") was accused of collecting tribute from the workers of the Cherkizov market. This also did not end with criminal prosecution.
Recently, the Tajik labor migrants participated in the confrontation of the so -called "foremen" of large Moscow markets that control the work of Tajik migrants on them. Sharipov was supported by Jabbobo Kurbonov and Lutfullo Mukhamadiev in their confrontation with the Jonov brothers clan. The Rosbalt news agency and a number of other media characterizes these groups as criminal. In the summer of this year, Mukhamadiev was arrested for storing weapons and drugs.
Sharipov then tried to accuse of pressure on the administration of the "gardener"
Judging by the Internet base "For an honest business", two companies were registered on Karomat Sharipov in Moscow. From 2009 to 2013-Biko Company LLC, which declared that he was engaged in finishing work. And on March 1, 2017, Sharipov registered Asia-Garant LLC, which declared that he was engaged in the selection of personnel. The authorized capital of both LLCs was 10 thousand rubles each, how they worked, at the time of publication of the text, it was not possible to find out.
Sharipov had problems with law enforcement officers twice: in 2014, when he performed on the side of his compatriots after a mass fight at the Gardener market between Tajik taxi drivers who engaged in private carrier and taxi drivers officially serving the Sadovod. Sharipov then tried to accuse of pressure on the administration of the "gardener", which was characterized by the criminal article on coercion to the transaction. Sharipov had searches, but the criminal case was not developed.
The second story of the markets at Sharipov occurred on September 20 of this year. There was information that one of the employees of the Moscow shopping center in Lublino, Tajik, to half he was beaten by the market guards for refusing to pay tribute to them. A crowd of Tajiks gathered at the market, who tried to storm the market, but was dispersed by the police.
The court admitted that the Russian passport was given to Sharipov illegally, and Sharipov was sent to a special receiver for illegal immigrants
What actually happened there is obscure. In the media, two people commented on the situation - Sharipov, who supported the version of the beating, and Kozhzhev from the Russian Federation of Russia, claiming that there was no beating, and all the confrontations were provoked by Sharipov. As Radio Liberty told Knight, an employee who got to the hospital, because of which riots almost occurred on the market, having discharged, he immediately left for Tajikistan.
On September 28, in the Ministry of Internal Affairs of the Smolensk region-where in the 90s Sharipov received a passport of a Russian citizen as a Soviet soldier who transferred to the Russian army-came to the conclusion that the passport of Sharipov was illegally issued. On October 4, police officers of the Lyubertsy near Moscow, where he lived, took a passport from Sharipov. On November 30, the Lyubertsy City Court admitted that the Russian passport was given to Sharipov illegally, and Sharipov was sent to a special -reception for illegal immigrants.
On December 12, this decision was confirmed by the Moscow Regional Court. On the night of December 12-13, Sharipov was sent to Tajikistan by plane. Due to the fact that Sharipov recently underwent surgery on the spine, he was sent in a wheelchair. In Tajikistan, Sharipov is restored after the operation with relatives and soon intends to meet with reporters .
"In April, he received a certificate of a war veteran. He received citizenship on the basis of the fact that he went into the reserve from the Russian army. How could this be illegal?" - Radio Liberty told the representative of the Tajik labor migrants Gulbohar Kadyrov .
Sharipov himself claims that he never had Tajik citizenship
Kadyrov also notes a strange situation: a certificate for the court that Sharipov is a citizen of Tajikistan is provided with the signature of Ashraf Gulov, the son -in -law of Emomali Rahmon. He previously headed the consular service of the Tajik embassy in Moscow, but recently - before the court took place, was transferred to another job. Sharipov himself claims that he never had Tajik citizenship. Radio Liberty asked to comment on the situation with the expulsion of Sharipov Embassy of Tajikistan in Moscow, but at the time of publication of the text, a comment was not received.
The Presidential Council for Human Rights applied to the prosecutor's office of the Moscow region with a request to check the grounds for Sharipov’s expulsion from Russia. Evgeny Bobrov, head of the HRC Commission on Migration Policy, told Radio Liberty that he considers the activities of the Tajik labor migrants as a whole: they raise problems that excite migrants from Central Asia. While, for example, in Russia a huge number of Chinese migrants, but the authorities practically have no representation of what is happening in their diaspora. Member of the Presidential Council on Interethnic Relations Maxim Shevchenko also told Radio Liberty that he was following the situation around Sharipov - he was trying to figure out the causes of what happened.
