
Biometric data of bank customers in Russia will be provided by the Ministry of Internal Affairs and the FSB. This is provided for by the bill on the biometric system and the remote identification of citizens adopted by the State Duma in the second reading on December 15, the newspaper Vedomosti writes .
Information will be sent to the Ministry of Internal Affairs and the FSB by the operator of the biometric system at the request of law enforcement agencies, and the government will determine the procedure for the operator and special services. According to the chairman of the Duma committee on the financial market, the co -author of the bill and the chairman of the Council of the Association of Rossiya Banks Anatoly Aksakov, "access will be only on the basis of powers that are determined by law for power structures."
Elman Mekhtiev, executive vice-president of the Association of Russian banks, noted that "if a person is law-abiding, then there is no reason to be afraid." He added that the access of law enforcement agencies to the biometrics of bank customers is unlikely to reduce the desire of citizens to use remote identification.
The biometric system will allow residents of the Russian Federation to receive services of any bank online. Primary identification the client takes place in a financial organization with a passport. After that, a potential client is removed in the bank in the video, record his voice and send this information to the biometric system. In the future, a Russian will be able to receive banking services remotely, transferring his image and voice for reconciliation with the system.
According to Vedomosti, the Ministry of Internal Affairs became interested in the project in the fall of 2017 and wanted to become the operator of the biometric system. However, in May it was decided that the operator’s functions would perform Rostelecom.
The Ministry of Internal Affairs refused to comment on the publication. The FSB did not respond to a request from Vedomosti.
